대안적 중국연구를 위한 비판적 소고(小考)

초록

이 논문은 지난 20여 년 간 ‘지역학’을 표방해왔음에도 불구하고 왜 중국정치에 대한 분석과 이해 수준을 제고시키지 못했는지를 성찰하며, 중국정치연구 과정에서 부딪치는 어려움의 원인을 중국이 가진 체제, 구조, 개념적 특징으로 구분하여 비판적으로 검토하고 대안의 방법을 모색해보고자 한다. 우선 ‘권위주의 체제’라는 프레임과 ‘근대화 패러다임’을 중국 체제 성격 규정에 무비판적으로 적용하여 분석할 때 나타나는 난점을 살펴보았다. 또한 중국이 현대국가로 전환되었음에도 불구하고 국가규모와 수평적·수직적 분리구조가 바뀌지 않고 그대로 지속된다는 점을 감안하여 정치구조 분석에서 좀 더 장기적인 시각이 필요함을 제기한다. ‘개념’의 측면에서는 서구적 개념을 그대로 중국정치에 적용해서 분석해온 결과 해당 사회의 언어와 역사적 과정의 측면에서 지역을 이해해야 한다는 지역학의 중요한 목적을 상실했다는 점을 지적한다. 중국을 단순히 이행적인 특징을 갖는 단선적인 체제로 파악하고 중층적인 구조의 조건을 고려하지 않거나 개념의 역사적 맥락을 파악하지 못한다면, 중국 체제에 대한 평가와 전망에는 언제나 극단적 진단이 양립할 수밖에 없다. 중국의 역사는 복선(複線)적이며 정치세력 간에 다양한 대치선이 존재한다. 중국정치의 분석을 위해서는 우선 중국의 체제 특성에 대한 이해에서 출발하여 이러한 복잡하고 다양한 균열의 지점과 상황을 분석하고 이들 간의 긴장관계를 파악하는 것이 필요하다. ‘역사’에 대한 감각을 회복하면서 고정된 프레임적 관점에서 중국사회를 이해하려하지 말고, 다양한 정치적 대치선의 구조와 양상을 분석해야 한다. 중국인들이 중요하게 생각하고 관심을 갖는 현안을 놓치지 않으면서도 정치적 변혁의 중요한 고리와 긴장관계를 동시에 파악할 수 있어야 한다. 요컨대 중국정치연구 분석의 시야와 시간대를 확장하고 역사적 사유를 강화하며 ‘체제 내 정치’적 관점에서 중국사회를 분석해야 한다.

Abstract

This paper examines the limits of existing regional studies on Chinese political analysis and understanding. In addition, I will try to critically examine the causes of difficulties encountered in the process of Chinese political research, and classify them into the framework, structure, and conceptual features of China, and explore alternatives. First of all, I examined the difficulty in analyzing the framework of authoritarianism and the paradigm of modernization uncritically in the Chinese character system. In addition, Considering that China has been transformed into a modern nation, the size of the state and the horizontal and vertical segregation structure remain unchanged, it is suggested that a more long-term perspective is needed in analyzing the political structure. Finally, I point out that the analysis of applying Western concept to Chinese politics as it is, has lost the important purpose of regional studies. If China is regarded as a monolithic system with merely transitional characteristics and if the conditions of the hierarchical structure are not taken into consideration or the historical context of the concept can not be grasped, extreme diagnosis will always be compatible with the evaluation and prospect of the Chinese system. In order to analyze Chinese politics, it is necessary to analyze the points and situations of these complex and diverse cracks and understand the tension between them, starting with an understanding of the characteristics of the Chinese system. Rather than trying to understand Chinese society from a fixed frame view, we must analyze the structure and aspects of various political confrontation lines while restoring the sense of history. In short, it is necessary to expand the scope and time of Chinese political research analysis, strengthen historical reason, and analyze Chinese society from the viewpoint of "politics within the system".
