Hardin의 유명한 논문 ‘공유지의 비극’이 발표된 이래 이런 비극을 막기 위한 대책에 관해 많은 연구가 있었다. 이 글에서는 공유지의 비극의 원인과 대책을 살펴보고 여러 대책 중에서 시장과 재산권에 대한 믿음에서 비롯된 사유화 대책이 중요하게 등장한 배경을 검토한다. 그리고 사유화는 완전한 해결책이 아니라 불로소득을 낳고 재산권 간의 충돌을 일으켜 새로운 비극을 야기한다는 점을 지적한다. 이런 논의를 바탕으로 하여, 인류가 직면한 가장 심각한 문제의 하나인 지구온난화 대책으로 등장하고 있는 탄소 배출권거래제를 사례로 하여 사유화의 비극이 발생할 수 있다는 점을 보이고 그 대책을 제시한다. 이런 작업 끝에 내린 결론은, 공유지의 비극이든 사유화의 비극이든 결국 이해타산을 따지는 합리적인 개인이 전체의 이익을 돌보지 않고 자신의 이익만을 추구하기 때문에 생기는 비극이며 이를 방치하는 한 어떤 대책도 다시 비극을 야기할 수밖에 없다는 것이다.
Abstract
Garrett Hardin's famous paper, “The Tragedy of the Commons,” has drawn enormous attentions to management of common resources and remedies to prevent the tragedy. The current paper reviews causes and proposed remedies of the tragedy and investigates why privatization has become a fashion as the remedy. It shows, however, the privatization will result in another tragedy and that Carbon Emissions Trading introduced as a solution for global warming is not an exception. The study concludes that the tragedy defined by Hardin is not that of the commons but that of the resources not managed properly, or the tragedy of “let-it-go” policy.
