Abstract

This study analyzes how Russia’s 2020 constitutional amendment reshaped the concept of sovereignty and how this transformation has been strategically employed in the context of the Ukraine war. Drawing on Stephen D. Krasner’s theory of “organized hypocrisy,” the paper focuses on Russia’s practice of outwardly accepting international legal norms while selectively applying them based on its strategic interests. The findings show that the constitutional revision institutionalized a highly centralized power structure, thereby reinforcing internal sovereignty, and established legal mechanisms prioritizing the constitution over international law, which strengthened external sovereignty. These changes were used to justify Russia’s military actions in Ukraine and now serve as the institutional basis for resisting expected demands from the international community after the war. By empirically examining the political instrumentalization of sovereignty, this research sheds light on how sovereignty is reconstructed and utilized in international politics.
