연구 목적: 이 연구는 정의전쟁론(JWT)의 관점에서 우크라이나 전쟁을 분석하고, 대한민국의 국가안보에 주는 시사점을 제시하는 데 목적을 두고 있다. 연구 방법: 이 논문은 정의전쟁론에 대한 기존 연구자료와 우크라이나 전쟁 관련 언론 보도자료, 논문, 보고서 등의 문헌을 활용하는 문헌연구 방법을 채택하였다. 연구 내용: 이 논문은 정의전쟁론에 근거하여 전쟁개시의 정의, 전쟁수행의 정의, 전쟁종결의 정의의 충족여부를 분석하였다. 그 결과, 러시아는 대부분의 기준을 충족하지 못하였으며, 우크라이나는 일부분만 미충족했음을 밝혔다. 결론 및 제언: 전쟁을 결정하는 정치지도자는 국가안보에 대한 명확한 원칙과 소신이 필요하며, 전쟁수행자들은 전쟁법에 대한 준수, 국민들은 건전한 안보의식을 견지할 필요가 있다.
Abstract
This paper aims to analyze the Ukrainian war from the perspective of the Just War Theory and to draw some implications for raising national security consciousness in the Republic of Korea. To this end, the study was conducted using existing research data on the Just War Theory and literature such as press releases, papers, and reports related to the Ukrainian war. Based on Jus ad Bellum, Jus in Bello, and Jus Post Bellum in the Just War Theory, Russia did not meet most of the standards, and Ukraine did not meet only a part of them. This paper tried to give some implications for national security consciousness in terms of political leaders and citizens’ attitude, keeping war laws.
