Abstract
Korea is no longer free from multicultural challenge or immigration tide. In this context, objective of this study is to explore perceptual orientation of the public as tax payers on foreigners and policy for them. For the end, this study elucidates perception of foreigners (contribution-encroachment-limitation) and attitude toward policy for foreigners (exclusion-assimilation-multiculturalism). Firstly, in individual aspects, differences by demographic backgrounds were identified. Then, in collective aspects, contact frequency in terms of size of foreign residents and economic conditions in terms of financial capacity in a specific area were considered. Findings are the follows: women are more generous to foreigners and policy for them in comparison to men. The influence of age (-), income (+), and educational attainments (+) on attitude toward foreigners and policy for them has been found. Collectively, as different from the existing findings from western experiences, areas that are rich, and have large population of foreigners show negative perception toward foreigners themselves and policy for them as well. Interestingly, Youngsan Gu, where American manly resides, shows the most negative perception toward foreigners and state policy for foreigners. The interpretation of the findings and their practical implications for policy for foreigners were discussed.
