광역시-자치구 체제의 개편 주장에 대한 비판적 고찰

우리나라의 광역시는 1963년에 부산이 일반시에서 직할시로 승격한 이래 현재 6개가 있고, 광역시의 자치구는 1988년에 출범하여 현재 44개가 있지만 광역시나 자치구 제도를 정당화는 이론적 근거는 찾아보기 힘들다. 반면 광역시의 지위를 격하(흔히 광역시-도 ‘통합’으로 불림)시켜야 한다는 주장이나 자치구를 폐지(흔히 행정구 전환으로 불림)해야 한다는 주장은 쉽게 찾아 볼 수 있다. 이 논문은 선진 외국의 대도시권 거버넌스 구조에 대한 분석과 광역시의 지위 격하 및 자치구 폐지 주장의 근거를 비판적으로 고찰한 다음 우리의 광역시-자치구 제도가 대도시권의 거버넌스 구조로서 높이 평가할 만한 제도 중의 하나라고 주장한다.
Abstract
In Korea there are six metropolitan cities which are introduced as an independent city in 1963 starting from Busan and 44 metropolitan district which are incorporated since 1988. However little academic concerns are paid on the desirability of metropolitan city and autonomous districts. In the midst, reform proposals to abolish metropolitan city and autonomous districts become popular these days. This paper criticize the reform proposals by comparing several types of metropolitan governance of advanced countries and assert that metropolitan city - autonomous districts structure is close to the ideal type of metropolitan governance in balancing metropolitan needs and popular control in Korea.
