후기근대 사회에서는 정부의 의사결정중추를 다핵화 하는 일이 불가피하고, 다핵화된 의사결정중추들 사이의 조정과 통합을 위해서는 가치관의 공유가 필수불가결적인 과제다. 그런 점에서 국정운영의 가치준거라고 할 국정기조는 매우 중요한 의미를 갖는다. 정당체계의 양극화, 신지역주의의 심화, 제3 유권자형의 등장 등을 특징으로 하는 4.11 총선 이후의 정치사회지형 아래에서는 국민통합, 공생발전, 지구경영, 남북공존이 가장 중요한 국정기조로 간주된다. 이들은 어느 누구의 일방적이고 일원적인 프레임에 의해서가 아니라 각기 국가와 시민사회, 자본과 노동, 지구중심국가와 한국, 남과 북 사이의 상호작용과 담론을 통해 추진될 때 구현 가능한 일이며, 이를 위해서는 국민의 자결권 회복이 최우선적 과제다.
Abstract
It is inevitable to disperse decision-making nods of governing process and to make them share same values among themselves in order to promote integration and coordination in the post-modern society. In that sense, general directions of state running as basic governing value base are important. Contemporary socio-political contours after 4.11 general election could be identified as polarizing division of political party system, deepening of new local sentiment and advent of 3rd model voters. Under such political environment, national unity, symbiotic development, global coordination mindset and co-existence of South and North Korea are suggested as the prime governing directions. These governing directions should not be guided by any pre-existing or a-priori frames but by coordination and dialogue between nation and civil society, capital and labor, center of globe and Korea as a part of global periphery, South and North Korea respectively. It is very important to revitalize self decision making power of the people for that perusal.
