4차 산업혁명이 기존의 산업 체계만이 아니라 생활 방식까지 변화시키고 있으므로 국방 연구개발 체계도 매우 빠르게 변화될 것으로 예상된다. 호주를 포함한 미국, 영국, 프랑스와 같은 서방 선진국들도 민간의 와해적 기술들에 개방적인 국방혁신을 통해 국방 연구개발의 빠른 변화에 대비하고 있다. 한국 국방부와 방위사업청도 민간의 와해적 기술을 국방에 손쉽게 적용하기 위한 열린 연구개발체계로 미래도전기술개발이라는 새로운 국방 연구개발 체계를 시작하였으며, 이것에 대한 세부적 방안을 분석하였다.
Abstract
Since the 4th Industrial Revolution changes not only the legacy industrial system but ways of social life, it is expected to change the present system of the defense research and development very rapidly. The western developed countries such as U.S.A, France, U.K, including Australia, are preparing the rapid change of the defense R&D and acquisition systems through the defense innovation opening to the civil disruptive technologies. The Korean MOD and DAPA launched the new defense R&D system, “the Future Challenging Technology Development”, which is a “open R&D platform” for applying civil disruptive technologies easily to military systems. The detail of the Future Challenging Technology Development system is discussed.
