전세계적으로 국가간 인구 이동이 늘어남에 따라 이민자 가정의자녀 등 다문화 배경 학습자 대한 언어 교육 정책이 중요한 국가적 의제로 등장하고 있다. 본 연구에서는 우리보다 앞서 다문화 사회로 진입하여오랜 시행착오 과정을 거쳐 다문화주의에 입각하여 언어 소수자 자녀를위한 언어 교육 정책을 펴고 있는 주요 여러 나라-캐나다, 호주, 미국, 중국-의 사례를 관련 문헌 자료 분석을 통해 살펴보고, 최근 우리 나라에서교육부 주도로 이루어지고 있는 다문화 배경 학습자를 위한 언어 교육 정책을 주로 KSL 교육과정 실행 및 이중언어 강사 양성 사업을 중심으로 검토해 보고자 한다. 다문화 사회에 진입하여 새롭게 당면한 언어 소수자자녀들을 위한 언어 교육 문제를 주요 다문화 국가의 사례와 우리 나라에서 교육부 주도로 이루어지고 있는 일련의 정책들을 점검해 보는 작업은보다 거시적이면서도 장기적인 차원에서 우리 한국 사회의 다문화 배경학생을 위한 언어 교육 정책의 바람직한 방향성을 모색하는 데 있어 중요한 시사점을 제공해 줄 수 있다는 점에서 의미가 있다. 본고에서는 결론적으로 다문화 시대 우리 사회의 언어 소수자 학생을 위한 바람직한 언어 교육 정책의 방향을 다음과 같이 제안하였다. 첫째, 장기적인 관점에서 학교 교육을 통해 언어 소수자 학생을 미래의 가치로운 인적 자원으로 양성하기 위한 체계적인 언어 교육 지원정책 수립이 필요하다. 둘째, 다문화 사회의 언어 교육 정책은 거시적인 관점에서 주류 문화권의언어인 제2언어와 함께 소수 문화권의 언어인 계승어를 함께 유지할 수있도록 하는 이중언어 교육을 고려하면서 그 균형점을 찾는 방향에서 이루어질 필요가 있다. 셋째, 공교육 안에서 우리 사회의 언어 소수자 자녀를 위한 언어 교육 정책을 지속적이면서도 안정적으로 추진해 나가기 위해선 이를 위한 법적제도적 기반 마련이 필요하다. 넷째, 언어 소수자 자녀를 위한 언어 교육 정책을 공교육 안에서 안정적으로 추진해 나가기 위해서는 지속적 재정 확보와 행정적 지원이 뒷받침될필요가 있다.
Abstract
As human migration amongst nations increases globally the language educationpolicies for the children of immigrant families is becoming an urgent nationalagenda. This research will examine several different major countries-Canada,Australia, the United States, and China-that entered a multicultural society beforeKorea though a long process of trial and error, by analyzing examples of relatedliterature materials. These countries are based on multiculturalism and have beenspreading language education policies for the children of immigrant families. Thisresearch will also examine the present situation and problems of the recentgovernment led general language education policy in our public education system,“From Top to Bottom”, which was made for culturally and linguistically diversestudents. This policy has been practicing the KSL curriculum, as well as trainbilingual instructors system. While entering into a multicultural society, the examplesof multicultural countries as well as the lead of our country's Ministry of Educationhas achieved a string of policies for the language education problems newlyconfronted for minority children. This research has meaning in the fact that it willnot just inspect the string of policies but, in a macroscopic and long-term aspect,provide important implications in seeking desirable direction for the Koreansociety's culturally and linguistically diverse students. To conclude, this paper proposes the following desirable language educationpolicies for our society's language-minority children. First, in a long-term perspective, organized language education policies need to be established through school education to train culturally and linguistically diversestudents to become valuable future human resources. Second, in a macroscopic perspective multicultural society's language educationpolicies need to take bilingual education into consideration to find an equilibriumpoint where minority's heritage language can be used along with second languagein the mainstream culture. Third, more than anything legal institutional groundwork needs to be preparedin order for language education policies in public education for our society'sculturally and linguistically diverse students to be continuously and safely pushedahead. Fourth, in order to safely push forward language education policies in publiceducation, for culturally and linguistically diverse students, secure finance andadministrative support is needed.
