발트 해 지역의 글로컬라이제이션에 관한 연구:한자동맹을 중심으로

이 연구는 발트 해 지역의 한자동맹을 중심으로 글로컬라이제이션에 관해 고찰하는 것이며, 그중에서도 제도적인 측면에서 도시와 시장의 요소와 지역 간의 협력관계를 분석하였다. 한자동맹은 확장론적인 글로벌화라고 불리고 있으며 느슨한 공식적인 구조를 가졌지만 매우 큰 상업 권력을 가졌으며, 한자 동맹의 무역량에 비교하여 볼 때도 자체의 약한 구조를 가졌다고 볼 수 있다. 이런 측면에서 한자동맹은 광범위한 활동 구조와 그 구조의 무정형을 보이고 있다. 그럼에도 불구하고 한자동맹은 5세기 동안 장기간 존립하였고 200개가 넘는 도시들이 참여한 규모의 경제를 초월하는 광역성을 가지고 있었으며, 이 시기 한자도시 유럽은 번영을 가져왔다. 제도적 차원에서 볼 때 그 이유는 다음과 같다. 첫째, 한자도시 차원에서 한자동맹은 제도적인 구조를 통해서 북독일 도시들의 협력적인 조직을 만들어 갔음을 알 수 있다. 이는 게임의 균형(equilibrium of a game)을 통해 공식적으로 부족한 조직을 제도적으로 강화시켰다는 것이다. 한자 동맹에 의해 만들어진 제명이라는 공식적인 구조가 탈중앙화된 협력의 레짐을 유지하는데 중요한 역할을 했다. 또한 도시법은 북독일 자치 도시들이 발전하는 데 도움을 주었다. 그리고 한자도시의 조직은 지역회의, 3구분제, 한자회의를 통해 행정적, 정치적 기능을 하였음을 알 수 있다. 둘째, 한자시장 차원에서 한자동맹은 자유로운 교역의 확대, 확대되는 교역의 원활한 유통을 위해 필수적인 집단재(collective goods)를 제공함으로써 국제무역질서의 안정과 존속에 역할을 해 왔다. 다자주의적 무역체제(multilateral trade regime)로 볼 수 있는 한자동맹은 상업 특권을 통해 국제무역 질서 기반을 만들어 갔다. 파편적이고 무질서한 국제무역질서를 한자동맹의 패권적 지도력에 기초한 국제무역 질서를 이룰 수 있었던 것은 한자도시 간의 상호주의(reciprocity)였다. 상호주의는 무질서 또는 무정부적 상황 하에서 자국중심적인 국제정치 행위자들의 협력을 유도하였고, 질서를 복구하는 최선의 방법은 상호주의에 입각한 쌍무적(bilateral) 견제와 균형이라는 것이었다. 하지만 한자 시장에서 각국의 경쟁은 격렬하게 전개되어 오랜 기간 동안 견지해 왔던 경제적 자유주의를 지양하고 보호주의를 취하게 되었다. 이로 인해 한자의 동․서유럽의 중개무역 자체는 한자의 존립의 위기에 처하게 된다. 따라서 상업특권의 취득주체가 된 한자상관은 제도적 한계를 보였다. 그리고 러시아 노브고로드 사례를 통해 볼 때, 한자동맹이 시장에 개입하고 관리를 하지만 지역과의 제도적 협력관계가 이루어지지 않는다면 시장 효율성을 달성할 수 없음을 알 수 있다. 이는 한자도시마다 선호하는 규제․개입 방식이 다를 수밖에 없기 때문이었다. 따라서 글로벌화는 개별 국가의 자율성과 지방화가 함께 이루어져야 성공할 수 있음을 알 수 있다. 결국 한자의 세계 시장의 특성은 각 도시의 시각과 균형을 이루지 못하기 때문에 글로벌화에는 불안정한 요소가 존재할 수밖에 없었다. 따라서 이러한 상황 속에서 편협한 글로벌화가 발트 해에서 진행되었으며, 여기에는 제대로 기능하는 시장과 시장 기능을 높이려는 한자도시에 의한 규제와 개입이 중요했을 뿐이었다.
Abstract
This paper analyzes the globalization of the Baltic Sea region, with an emphasis on the Hanseatic League. Elements of the cities and Markets, along with the relationship amongst the regions, are analyzed from an institutional perspective. Calling Hansa League as expansion globalization, even if it had weak structure, the Hansa League has a strong commercial impact, but if we consider its import/export ratio it has a weak organizational structure. Despite its weaknesses, the Hansa League has endured for around five centuries and incorporates more than 200 cities. The Hansa League is currently bringing Europe prosperity. From an institutional perspective, there are various reasons for this. First, North German cities created a cooperation form that, with the help of game equilibrium, strengthened the organization. Secondly, according to the Hansa League, its exclusivity kept the organization. According to Hansa League, exclusion official structure kept the decentralization's regime of cooperation that played very important role. Thirdly, the city laws of North Germany helped to develop the cities. The regional congress, Drittel-teilung and Hansetag served as administrative and political center of the Hansa League. The Hansa League’s expansion of free trade and distribution of goods necessitated the provision of collective goods and maintain the trade order’s stability and duration. The Hansa League can be seen as a multilateral trade regime. Its commercial privileges created the base of its international trade order. However, the hegemonic power of the Hansa League eventually fragmented international trade order and lead to a chaotic situation. To remedy the problem, the Hansa League introduced the principle of reciprocity amongst the Hansa cities. This principle was used to restore bilateral checks and balances and induce cooperation amongst the cities. However, the economies of each city strengthened dramatically. The economic liberalism that prevailed during the time was rejected and protectionist measures were installed. Thus, Eastern and Western Europe were in a crisis situation. Therefore, Kontor showed the matter of the institutional limitations that it had the acquisition of commercial privileges. The example of Novgorod shows that without regional institutional cooperation relations, the Hansa League would not be able to reach its full market potential. Every Hansa city has its own specific regulations, so intervention was not possible. Therefore, to successfully adapt to globalization, each individual city should implement autonomy along with localization. In conclusion, each city’s specific demands on time and budget add an unstable element to the Hansa global market. Consequently, in this situation narrow globalization was conducted in Baltic Sea and Hansa cities is only important to take measure to improve well-functioning market and market's functions.
