현상적으로 보면 세계화의 진행과 지역주의화의 심화가 동반하여 나타나고 있다. 글로벌리제이션과 지역주의화는 서로 모순적 측면을 내포하고 있다. 이를테면 글로벌리제이션은 세계화, 지구촌화 등으로 이행하면서 국가 간의 경계를 낮추고 세계를 하나 된 시장통합의 방향으로 이끄는 움직임이다. 한편 지역주의화는 세계적 차원이 아니라 설정된 지역의 경계에 기반 한 협력관계의 설정이다. 이러한 새로운 지역주의화는 정치, 경제적 이익의 공유를 토대로 공간적 인근성의 경계를 넘어 상상된 지역주의 속에서 선별적 국가들이 중심이 된 지역협력으로 진행되기도 한다. 이렇게 보면 세계화와 지역주의화는 동시에 병존하기 어려운 측면이 있다. 그럼에도 불구하고 세계화의 가속화 속에서 지역주의화는 더욱 진전되고 있다. 그 이유에 대한 답을 찾아보는 것이 본 연구의 주된 목적이다. 이를 위하여 우선 다자주의에 입각하여 현재화 한 세계화의 양태와 지역주의의 다양한 유형을 살펴본다. 둘째로, 지역주의의 역사적 맥락을 반추하면서 지역 협정 체결의 정치적 경제적 동인을 탐색한다. 즉 정치, 경제적 동태성에 기초하여 새로운 지역주의화 과정을 살펴본다. 세계무역 자유화 보다 지역차원의 무역 자유화가 급증하는 등 지역주의화의 원인과 그 효과에 주목한다. 셋째로 다자주의에 입각한 세계화와 지역주의 간의 관계에 대한 맥락적 성찰을 통해 세계화와 지역주의의 모순적 동거현상에 대한 이론적 실제적 탐색을 한다. 결국 세계화의 다자주의적 맥락의 거시적 경향성 속에서 지역주의의 지속적 강화 현상은 경제적 평가 이외에도 정치적인 고려가 동시에 작용하는 정치경제적인 현상이다. 따라서 세계화와 지역화에 대한 결정론적 지향성보다는 두 조류의 흐름에 따른 적절한 선택적 절충 방식의 정책적 좌표에 대한 심도 있는 천착이 필요할 것이다.
Abstract
The major characteristics of contemporary world order are the post-cold war, and the mutual dependent phenomenon of states. The key phenomenon of this changing world represents WTO(World Trade Organization) system in the international political economy. This, so called, says the globalization. In the same time, the economic bloc formation is told as the regionalism. there has been a domino effect of regionalism for regional trade agreements since the mid-1990s. The principal form of regionalism is one that involves a free trade area within which external countries can be discriminated. On the era of giobalization it is paradox that regionalism is spreading and deepening. This article investigates a historical process of regionalism, a perspective on coexistence of regionalism and globalization, and a primary cause of regionalism under globalization. Regionalism is complex. But, given its political appeal and its likely spread, it is important to contain and shape it in the ways sketched here so that it becomes maximally usefel and minimally damaging, and consonant with the objectives of arriving at multilateral free trade for all.
