세계화에 따른 국제관계의 공간적 변용은 지역의 부상으로 귀결되는 중이며 그 중심에는 도시가 자리한다. 도시－지역이 연출하는 탈국제관계가 영토국가 중심의 국제관계 위에 포개져 복합질서를 형성하는 모양새다. 이러한 배경에서 이 글은 탈국제세계의 특성을 이해하기 위한 개념도구로서 지중해에 천착한다. 즉 보통명사로서 지중해의 역사사회학적 특질과 공간구조를 검토하는 한편, 발트해를 지중해모델로 접근하여 발트해 지역협력이 지닌 탈국제정치적 함의를 찾고자 한다. 이를 위해 발트해지역의 정체성을 형성하는 인자로서 중세도시네트워크인 한자를 고찰하고 상인네트워크, 교역시스템, 그리고 탈주권거버넌스의 양태를 통해 발트해 지역화의 내생적 동인을 찾는다. 유럽연합의 출현과 함께 활발해진 발트해 초국가 지역협력이 전례 없는 것은 아니라는 점을 확인함으로써 탈국제정치가 지닌 격세유전적 특성을 이해하고, 지중해모델의 보편성과 특수성에 대한 본격적 탐구 필요성을 제기한다.
Abstract
The spatial transformation of international relations owing to globalization results in the rise of the region where the city occupies a central position. The international relations among territorial states is overlapped by the post-international relations among city-regions, with a complex order being formed. In this context, this article deals the Mediterranean Sea as a conceptual tool to understand the characteristics of the post-international world. First, it reviews the socio-historical meaning of the Mediterranean Sea as a common noun and its spatial structure. Second, it approaches the Baltic Sea as a Mediterranean Sea to find the post-international character of the Baltic Sea regional cooperation. It focuses on the Hansa network of the Middle Age to show the endogenous motors of the Baltic Sea regionalization through merchant network, trade system, and post-sovereignty governance of the Hansa. Finally, it acknowledges that the Baltic Sea transnational cooperation promoted by the EU is not without historical precedents, with reaffirming an atavism of the transnational cooperation. It raises a necessity to inquire the universality and the particularity of the Mediterranean Sea Model.
