발트 해 지역의 경제통합을 위한 현실화에 관한 연구

이 연구는 발트 해 지역의 경제통합을 위한 현실화의 문제를 지정학․지경학적 틀에서 고찰하였다. 지정학․지경학적 접근은 공간에서의 정치와 경제 문제를 통해 국가와 지역 전략을 규정하는 준거 역할을 계속해 왔으며, 발트 해 지역에서 유럽연합과 러시아, 그리고 나토와의 상호관계에서 정책에 유용한 틀을 제공하고 있다. 발트 해 지역의 경제통합을 위한 현실화에는 지정학적인 측면이 큰 방해가 되고 있다. 소련 붕괴와 중유럽과 동유럽 국가들이 나토와 유럽연합에 가입하는 지정학적인 변화는 러시아의 이익에 직접적으로 매우 심각한 영향을 주었으며, 부분적으로 칼리닌그라드의 고립영토(exclave)는 지정학적 상황을 복잡하게 만들었다. 또한 라트비아와 에스토니아에서 러시아어 구사자의 지위 문제와 러시아 고립영토에서 본국으로의 통과 문제는 지역의 고립을 계속되게 하고 있다. 특히 북유럽 가스관은 지정학적으로 엄청난 변화를 가져오게(game changer) 될 것이다. 이를 두고 중동부 유럽국가 들과 미국은 파리-베를린-모스크바의 지정학적 축의 부활로 보고 있다. 이러한 지정학적 상황 속에서 발트 해의 경제통합을 위한 현실화에는 지경학적인 측면이 커다란 역할을 하고 있다. 사실 발트 3국과 폴란드, 러시아 북서 지역의 경제 발전 및 구조는 매우 취약하다. 이곳에서는 급격한 중소기업의 증가로 경제구조는 변화하고는 있지만 경제지수는 너무 낮다. 그러나 이처럼 낮은 경제 잠재력을 지닌 작은 국가이지만 유리한 경제 지리적 위치를 보유하고 있으며 러시아와 서유럽 간의 교통을 연결하는 중요한 의미를 가지고 있다. 이런 차원에서 발트 해 지역의 초국경적, 초국가적, 초지역적 협력 네트워크는 경제통합을 위한 초석이 되고 있다. 특히 발트 해 국가들은 지리적 인접성, 경제적 상호보완성, 물리적 인프라 등에서 지역 협력의 기본요건들을 잘 갖추고 있다. 그동안 노략해 왔던 러시아와 유럽연합 간의 공동유럽경제공간(Общее европейское экономическое пространство, ОЕЭП) 형성을 위한 현실화 문제는 새로운 통합 표준에서 많은 문제를 보였으며, 분화와 통합이라는 과정에서 국가이익과 안보의 딜레마가 매우 심각하게 관련되어 있어 어려움이 많았다. 따라서 가장 중요한 것은 러시아와 유럽연합의 상호 이익을 조화하고 역할을 할 수 있도록 지역 수준에서 지속적인 협력의 정책과 러시아 북서와 유럽 간의 경제통합의 상호작용에서 정치적 과정을 만드는 전략이 절실해 보인다.
Abstract
This paper examines the problems of realization of economic integration in the Baltic region basing on geopolitical and geo-economical frames. Geopolitical and geo-economical approach still continue to play basic role in regulation strategy of state and the region through political and economic problems in the space and valuable role in the politics of mutual relations in European Union, Russia and NATO. For the realization of economic integration in the Baltic Sea region, geopolitical aspect becomes a big obstacle. After the collapse of the Soviet Union, the countries of Central Europe and Eastern Europe joined NATO and European Union, this brought geopolitical changes into Russian interests and strong influence that with the Kaliningrad exclave made geopolitical situation even more complicated. There are the problems in Latvia and Lithuania for the status of using Russian language and the problem of transition in the exclaved Russian territory that continue to isolate the region. Especially in North Europe, gas pipe brought tremendous geopolitical changes that led to “game changer”. With this, mid-eastern European countries and USA looks like a resurrection/revival of Paris-Berlin-Moscow geopolitical axis. In such a geopolitical situation, geo-economical aspect plays a big role for the realization of economic integration in the Baltic sea region. Actually, the economical development and the structure are very weak in the three Baltic countries and Poland, Russian Northwest regions. There is rapid increase of SME (small & medium enterprises) that changes economic structure but still economic index is too low. However, being a small country with such a low economic potential, it has favorable economic and geographical location that connects transportation between Russia and the West that has a very important meaning. In this dimension, transnational, cross-border and trans-regional network of the Baltic Sea region becomes a cornerstone for economic integration. Especially, geographical proximity, economic complementarity and physical infrastructure of the Baltic Sea countries fulfill the basic conditions well. Meanwhile, between Russia and the European Union there have been plundered the formation of a Common European Economic Space for formation of which, it shows the problems of realization in a new integration standards; there are a lot of problems in the process of differentiation and integration, a lot of difficulties related to the dilemma of national interests and security, which are very serious and have a lot of hardships. From this, the most important thing is creation of harmony of mutual interests in Russia and European Union. Therefore, in the regional level, there must be the continuous politics of cooperation and creation of the political cooperation process in the economic integration between Northwestern Russia and Europe that seems quite urgent strategy.
