국제개발협력 정책방향에 관한 탐색적 연구: 6개국 동료평가에 대한 텍스트 네트워크 분석을 중심으로

초록

국제개발협력은 국가 간의 협력이 요구되며, 국제사회의 목표달성을 위한 일관된 사업품질을 확보하기 위해 국제사회의 가이드라인에 맞는 사업수행이 필요하다. OECD 개발원조위원회(이하 DAC)는 공여국 간의 동료평가(peer review)를 통해 각국이 국제사회의 목표에 맞는 국제개발협력사업을 실시하도록 유도하고 있다. 그러나 OECD DAC의 동료평가 가이드라인은 1) 구체적인 측정지표를 파악하기 어렵고, 2) 각국의 상황에 따른 평가내용상 차이가 있다. 따라서 동일기준을 적용해 평가를 받은 동료평가보고서에 대한 탐색적 연구를 통해 DAC의 구체적인 평가지향점을 파악할 필요가 있다. 이 분석은 결국 우리나라의 바람직한 국제개발협력사업 정책방향을 모색하는데 매우 중요하기 때문이다. 평가결과 DAC의 동료평가 지향점은 ‘전략적 계획 수립’, ‘결과 지향적 성과관리’, ‘국내 제도시스템 개선’, ‘국가 간 파트너십 강화’의 4대 목표로 요약된다. 그리고 4대 목표 간의 긴밀한 관계가 있으며, 이 4대 목표 간 연결강도가 상당히 높은 것으로 나타났다. 또한 ‘국내 제도시스템 개선’과 ‘전략적 계획 수립’이 가장 핵심적이지만, ‘결과 지향적 성과관리’와 ‘국가 간 파트너십 강화’가 보다 강화될 필요가 있다는 점이 밝혀졌다. 또한 4대 목표별 탐색적 분석결과를 통해 국내 국제개발협력사업의 바람직한 정책방향 설정을 위한 정책적 시사점을 도출하였다.

Abstract

International Development Cooperation(IDC) needs not only international cooperations but also a consistent standard to evaluation quality and guideline for the attainment of goals. OECD DAC induces IDC business performance that is fit for the goals of international society through providing with a guideline to peer review among donor countries. However, specific evaluation points for IDC performance should be figured out by analyzing peer review reports because the peer review guideline of OECD DAC have a limitation for showing specific measurement index. Furthermore, peer review reports also are difficult for representing situations of each country. Therefore, peer review reports of various donor countries should be analyzed for seeking the direction of Korean IDC performance. Building on the above, this study is to deduct a implication using text network analysis to peer review reports of 6 countries. The result reveals that the purpose of the peer review is ‘strategic plans making’, ‘result-oriented performance management’, ‘improvement of domestic IDC systems’, and ‘reinforcement of partnership among donor countries’. Also, the result shows that the above four objectives of peer review have a close relationship and its strengths among four objectives are very high. In addition, the result demonstrates that improvement of domestic IDC system and strategic plans making is very important since result-oriented performance management and reinforcement of partnership among donor countries is attainable with base upon improvement of domestic IDC system and strategic plans making. In special, this study has a contribution to IDC policy making by providing with 8 implications to IDC performance.
