텍스트마이닝 분석을 통한 국제개발협력 규범에 관한 연구: OECD DAC 동료검토를 중심으로

초록

국제규범에 관한 선행연구는 규범이 ‘형성’, ‘확산’, ‘내재화’의 세 단계 생애주기 단계를 거치면서 행위자와의 끊임없는 상호작용을 통해 재해석된다고 주장한다. 본 연구는 규범의 생애주기 단계 식별에 집중한 기존 연구를 넘어 규범 달성 수준이 상이한 상위 7개국 및 하위 7개국 행위자를 각각 ‘규범 주창자’와 ‘규범 추종자’로 구분하여 이들의 규범 양상 차이에 주목한다. 특히 국제개발협력 규범을 반영하고 강화하는 기제인 OECD DAC 동료검토(2000~2020년)를 토대로 텍스트마이닝 분석을 통해 행위자에 따른 규범 양상을 비교하는 점이 기존 연구와 차별화된다. 분석 결과, 모든 행위자에서 MDGs·SDGs, 원조효과성, 파트너십, 개발재원 규범이 전반적으로 나타났고 그중 파트너십과 원조효과성 규범이 핵심적으로 논의되었다. 그리고 국제개발협력 담론의 이동과 함께 관련 단어들의 빈도 역시 변동되는 점이 확인되었다. 또한 모든 행위자에서 높은 비중으로 나타난 원조효과성과 파트너십 규범의 경우, 행위자에 따라 다른 양상을 보였다. 특히 전체 행위자와 규범 주창자는 국제 사회 담론의 변화에 맞추어 규범이 논의되는 반면, 규범 추종자는 규범이 논의되기까지 시간적 격차가 존재했다. 본 논문은 국제개발협력 규범의 종합적인 조망과 행위자별 규범 양상의 차이를 실증적으로 검증함으로써 학문적 범위를 넓혔다는 데에 의의가 있다.

Abstract

As noted in previous studies, international norms evolve in a three stage life cycle―“Emergence”, “Cascade”, and “Internalization”―, and the patterns undergo constant reinterpretation through interaction with norm actors. Unlike earlier research focusing on identifying the norm cycle, this study seeks to examine the difference in the patterns of norms according to the actors, by selecting each of the top(norm entrepreneurs) and bottom(norm followers) seven countries with different level of norm achievement. Especially this study provides a comprehensive view of norms and an empirical comparison of differences in patterns according to actors by analyzing OECD DAC Peer Review, which is a key mechanism to reflect and strengthen international development cooperation norms. As a result, it was found that four norms―“MDGs･SDGs”, “aid effectiveness”, “partnership”, and “financing for development”―were generally discussed in all actors. In particular, “partnership” and “aid effectiveness” norms played an essential role in discussions. In addition, norm entrepreneurs reflected norms in line with international discourse movement while norm followers had a time gap until they reflected norms. This study has significant practical and theoretical implications in that the academic scope boundaries were expanded by empirically verifying overall process of norms and differences in norm patterns according to the actors.
