Abstract

This study attempts to understand what the European Union (EU) seeks to realize through cultural exchange and suggest how Korea and the EU could effectively engage in cultural exchange and cooperation in the post-coronavirus (COVID-19) era. For the EU, culture is recognized as an asset that sets Europe aside from the rest of international community, a means of communication, and a medium that induces economic effects. The contents of the Creative Europe 2021-2027 program suggests that the EU will focus on expanding transnational exchanges and digital cultural cooperation as ways to recover from the COVID-19 pandemic and rebuild society. Therefore, Korea should consider the following areas for its exchanges with the EU to be practical and effective. First, institutional improvements need to be made to enhance the mobility of artists and works of art. Today, global cultural exchanges are not just about distributing works of art but also aims at building continuity by promoting artist mobility and relationships with local communities. In the sense that the tasks involved in cultural exchange, such as creation, production, distribution, and consumption, must occur simultaneously, it is necessary to create a diverse environment that enables people to overcome the limitations in mobility. Second, it is necessary to respond proactively to digital cultural cooperation in audiovisual cultural exchanges with the EU, while expanding policy-wise support for co-production activities at the same time. Although the EU’s existing conditions place realistic restrictions that act as barriers to cooperation, it is expected that the EU will be expanding its policies in the post-COVID era. As such, it is necessary to make preparations in advance by creating a series of environments for digital cultural cooperation, which will help to effectively strengthen solidarity with the EU.
