키프로스 분쟁 문제는 그리스-터키의 극심한 이해관계 대립 속에서 1970년대 지중해 안보 위기 상황에 결정적인 국제적 변수로 작용해 왔다. 1974년 8월 터키의 군사적 개입과 함께 키프로스는 완전한 분단을 맞이하게 되었고, 이 문제를 처리하는 과정에서 미국과 그리스의 관계에 심각한 균열이 초래되었다. 그 결과, 그리스는 미국이 주도하는 NATO 동맹으로부터 탈퇴를 강행하며 외교·안보적 고립 상황에 직면하게 되었다. 무엇보다도 이와 같은 키프로스 분쟁에 의한 NATO 탈퇴의 결과, 그리스는 동구권 및 터키의 위협으로부터 동시적인 안보 위기에 처하며, 이 위기를 헤쳐나갈 새로운 국제적 해법을 모색해야만 했다. 이와 같은 안보적 위기 상황 속에서 1974년 민정 이양 정부의 총리를 역임한 카라만리스는 그리스와 EC의 관계 형성 속에서 자국의 문제 해결을 위한 가능성을 발견했다. 따라서 이후 카라만리스 정부의 EC 회원국 가입 협상 과정은 터키 및 동구권의 위협으로부터 그리스의 안보 위기를 극복하기 위한 국제 전략으로 추진되어 나갔다. 그리고 이 일련의 과정에서 그리스의 지정학적 중요성과 키프로스 분쟁 문제는 EC 회원국 및 미국의 이해관계와 유기적으로 연계되어, 그리스의 안보전략 실행의 핵심적인 요소로 작용했다. 결과적으로 그리스는 1974년 키프로스 분단 이후, EC 회원국 가입이라는 국제 전략 실행을 통해 EC와 NATO로부터 동시적인 안보 이득을 획득할 수 있었다. 이에 따라 본 논문에서는 국제 안보전략의 차원에서 이루어진 1970년대 그리스의 EC 가입과 키프로스 분쟁 사이의 유기적인 상호관계를 분석하고자 한다.
Abstract
The Cyprus dispute was a crucial international flashpoint in the Mediterranean security crisis situation in the 1970s amid the intense conflict of interest between Greece and Turkey. With the intervention by the Turkish armed forces in August 1974, Cyprus experienced a complete division of territory, which resulted in a severe crack in the U.S.-Greece relations during the resolution process. As a result, Greece faced diplomatic and security isolation as it forcefully withdrew from the U.S.-led NATO alliance. Above all, the consequences of the withdrawal from NATO following the Cyprus conflict forced Greece to seek a new international solution to the crisis, as it found itself embroiled in a simultaneous security crisis with backlash from the Eastern Bloc and Turkey. In the advent of this security crisis, Konstantinos Karamanlis, who served as prime minister of the civil transitional government in 1974, discovered the possibility of solving his country's problems in the form of closer relations between Greece and the European Community (EC). Thus, the Karamanlis government's negotiation process for the EC membership was pursued as an international strategy to overcome the security crisis in Greece from the threat of Turkey and the Eastern bloc. In this process, Greece's geopolitical importance and the Cyprus conflict was linked organically to the interests of the EC member states and the U.S., serving as the linchpin of Greece’s security strategy implementation. As a result, Greece was able to achieve simultaneous security gains from the EC and NATO through the implementation of its international strategy of joining the EC member states after its partitioning of Cyprus in 1974. In this respect, I aim to analyze the organic interrelationship between Greece's entry into the EC and the Cyprus conflict in the 1970s in the context of international security strategy.
