Abstract

Since the division of Cyprus, the Greek Cypriot and Turkish Cypriot communities have pursued reunification negotiations on a continuous basis, with various international actors directly and indirectly involved throughout the process. Among them, the United Nations has played a multifaceted role-engaging in peacekeeping operations, supporting negotiations, mediating, and proposing reunification plans. The most noteworthy among them was the plan for the reunification of Cyprus proposed in the early 2000s by UN Secretary-General Kofi Annan, widely known as the “Annan Plan.” This plan proposed the establishment of the United Cyprus Republic as an independent state in the form of an indissoluble partnership, with a federal government and two equal constituent states, the Greek Cypriot State and the Turkish Cypriot State. To ensure the stability and sustainability of the reunification agreement, it also included various mechanisms that presupposed the involvement or intervention of major international actors, such as neighboring countries and the UN. This international guarantee framework was intended as an external safeguard to reinforce the fragile internal integration of the unified state and to prevent the recurrence of conflict. However, guarantees and the continued military presence of third-party states-key elements of the framework-failed to alleviate Greek Cypriot security concerns and instead heightened fears, ultimately becoming a key factor in the rejection of the reunification plan in the referenda. The Cyprus case demonstrates that an international guarantee framework related to reunification cannot rely solely on institutional design; it must also be grounded in the trust and acceptance of the parties and their populations. This point carries significant implications for the Korean reunification issue, where the interests of surrounding major powers are deeply intertwined. Against this backdrop, this study provides an overview of the historical background and developments of the Cyprus issue, then conducts an in-depth analysis of the international guarantee framework included in the UN Secretary-General’s plan for the reunification of Cyprus, and examines the subsequent discussions on security and guarantees following the plan’s rejection. Based on this analysis and review, this study presents its conclusions and implications.
