유럽연합의 사이버 안보 대응 연구 -회원 국가별 대응과 국제적 기준의 필요성-

이 논문은 최근 인공지능과 인터넷 시대로 들어서면서 이전과는 다른 완전한 신흥안보의 시대로 돌입한 가운데 유럽연합이 최근 들어 중요성이 급증하고 있는 사이버 안보에 대한 대응을 어떻게 진행하고 있는가를 살펴보고 회원 국가별 대응과 유럽연합을 총괄하는 국제적인 기준과 거버넌스를 어떻게 합의해가고 있는가를 살펴본 논문이다. 특히 러-우 전쟁 발발 이후 사이버 안보의 중요성이 증대되고 실제로 ICT 환경에서 위험성이 나날이 현실적이되면서 유럽연합은 사이버 안보 관련 거버넌스와 관련 조치, 법령의 정비를 서두르고 있는데 그 중에서도 이제까지의 예방 차원이 아닌 위협이 가해진 이후의 복구, 복원력에 중심을 둔 조치들로 개혁의 방향성을 잡고 있다. 유럽연합의 사이버 안보는 결론적으로 법제화가 조화롭게 추진되고 있는 부분도 있지만 러-우 전쟁에서 드러나듯 회원국 사이의 보조가 맞지 않는 모습도 보이고 있다. 가장 중요한 개혁은 복원력 지침, 사이버 연대법, 사이버 안보법의 법령들일 것이다. 이러한 개혁들을 바탕으로 이제까지의 유럽이 규범 권력이라는 평을 국제사회에서 들어온 것처럼 사이버 안보에서도 규범을 주도하려는 노력은 계속될 것으로 보이므로 한국으로서도 이에 주목하여 대비해야 할 것이다.
Abstract
This paper analyses the European Union's response to the increasing importance of cybersecurity in the era of artificial intelligence and the Internet. It explores the EU's efforts to establish international standards and governance to oversee member states and the EU as a whole. With the increasing importance of cybersecurity, particularly since the outbreak of the Russian-Ukraine War, and the growing reality of risks in the ICT environment, the EU has been working to overhaul its cybersecurity governance, measures, and legislation. This includes a focus on recovery and resilience after a threat, rather than just prevention. In conclusion, the EU is making progress in harmonising its cybersecurity legislation, but there are still areas where Member States are falling behind, as demonstrated by the Russo-Ukraine War. The Resilience Directive, Cyber Solidarity Act, and Cybersecurity Act are the most significant reforms. Europe's reputation as a normative power in the international community is likely to continue based on these reforms. It strives to lead the norms in cybersecurity. Korea should pay attention to and prepare for this.
