회원국간 국경을 개방하여 회원국 내부시장(Internal Market)을 활성화하고, 회원국 외부국경을 공동 관리함으로써 마치 1개국이 국경을 관리하는 것과 같은 효과를 만들어내는 쉥겐 체제는 1985년 최초로 성립된 이래 현재까지 EU 국경정책의 근간으로 그 자리를 공고히 지키고 있다. 그리고 EU는 쉥겐 체제를 현장에서 실제로 구현하기 위한 수단으로 통합국경관리(Integrated Border Management)라는 운영시스템을 만들어내는 한편, 회원국 외부 국경을 보다 효과적으로 관리하기 위해 통합국경관리 전담부처인 유럽 국경 및 해안경비대(European Border and Coast Guard Agency: 프론텍스)를 창설하여 쉥겐 역외국경을 통제하고 관리하고 있다. 본 논문은 먼저 쉥겐 체제를 구현하기 위해 왜 통합국경관리라는 운영시스템이 탄생할 수밖에 없었는지를 EU의 경제, 정치적 상황과 함께 파악해보고, 통합국경관리의 개념과 그 내용에 대해서도 상세히 살펴보고자 한다. 그리고 이러한 통합국경관리를 전담 수행하는 프론텍스의 창설 배경, 그리고 발전과정과 역할에 대해 파악해봄으로써 EU 국경정책의 현재를 평가하고 그 미래를 전망해 보고자 한다.
Abstract
The Schengen system which creates the same effect as if one country manages its borders ensures them to be opened among member states to revitalize the internal market and jointly manages the external borders of member states. It has been firmly maintained as the basis of EU border policy since it was first established in 1985. In addition, the EU has introduced an operating system called “IBM”(Integrated Border Management) as a means for practical implementation of the Schengen system in the field while establishing “FRONTEX”, a dedicated European Integrated Border Management Agency, to manage the external borders of Schengen member countries more effectively. This paper seeks to explore the concept and contents of the Integrated Border Management, and why such an operating system had to be created to implement the Schengen system, along with the economic and political situation of the EU. Furthermore, by looking at the role and development process of Frontex which is dedicated to this Integrated Border Management, we will assess the current state of the EU’s border policy and look ahead its future.
