2022년 유럽연합과 미국의 사이버안보전략은 기존의 공공부문에 대한 사이버안보 체계 및 역량을 강화하여 민간부문을 보호하는데 역점을 두고 있다. 그 이유는 최근의 사이버공격은 민간부문에 대한 공격이 훨씬 많고 피해규모 역시 공공부문보다 크다. 민간부문은 공공부문에 비해 경제적인 욕구를 채워 줄 수 있는 목표들이 사이버공간에 산재되어 있다. 중소기업부터 빅테크같은 글로벌기업에 이르기까지 공격에 성공만 하면 엄청난 경제적 이익을 가져다 준다. 특히, 북한같이 유엔제재를 받고 있는 국가들은 사이버공격을 통해 핵무기개발에 필요한 부품을 구매할 수 있는 재원을 마련하고 있다. 그러므로, 국가의 안보와 직결되는 새로운 위협요인으로서 민 · 관 네트워크 사이버보안과 관련된 법제도를 정비하고 나아가 새로운 입법이 추진되어야 한다. 이에 본고는 유럽연합과 미국의 사이버안보 정책 및 관련법을 살펴보고, 2022년 추진된 국가 사이버안보전략의 기본방향을 토대로 전망과 시사점을 도출하고자 한다.
Abstract
In 2022, the European Union and US cybersecurity strategies focus on strengthening existing public sector cybersecurity systems and put to protect emphasis on the private sector. The reason for this is that recent cyberattacks are much more common in the private sector, and the scale of damage is greater than in the public sector. In the private sector, compared to the public sector, goals that can satisfy economic needs are scattered in cyberspace. From small and medium enterprises to global corporations like Big Tech, a successful attack can bring tremendous economic benefits. In particular, countries under UN sanctions, such as North Korea, are preparing financial resources to purchase parts necessary for developing nuclear weapons through cyberattacks. Therefore, as a new threat factor directly related to national security, the legal system related to private and public network cyber security should be reformed and new legislation should be promoted. This study examines cyber security policies and related laws of the European Union and the United States, and draws prospects and implications based on the basic direction of the national cyber security strategy promoted in 2022.
