본 논문은 EU가 문화유산을 어떠한 방식으로 통합의 당위성 강화를 위해 활용하는지를 살펴본다. 문화유산과 관련하여 EU는 유럽유산인증 프로그램을 도입하여 운영 중에 있으며, 유럽 전역에 흩어져 있는 유산들 중에서 일정한 기준에 부합하는 유산들을 EU 공식 유산으로 인증하는 라벨을 수여하고 있다. EU는 유럽 시민들에게 통합의 당위성을 강조하고 유럽정체성을 고취하는 것이 유럽통합 과정에서 야기되는 다양한 도전 과제들을 극복하는 근간이 된다는 믿음에 근거한다. 이를 위해 EU는 유산담론을 바탕으로 유산의 정치를 실행하고 있고 그 일환으로 본 프로그램을 운영하고 있는 것이다. 그동안 EU의 공식 유산으로 인증되어 라벨을 수여 받은 유산들의 특징을 살펴보면 지역적으로나 시기적으로, 그리고 주제적으로 일정한 특징을 가지고 있으며 이는 EU가 강조하는 통합의 당위성과도 맞닿아 있다.
Abstract
This paper examines how the EU utilizes cultural heritage to strengthen the legitimacy of integration. The EU operates the European Heritage Label programme, which designates certain heritage sites across Europe that meet specific criteria as official EU heritage sites. The EU believes that emphasizing the necessity of integration to European citizens and fostering a European identity is fundamental to overcoming the various challenges posed by the European integration process. To this end, the EU engages in the politics of heritage based on heritage discourse, and this programme is a part of those efforts. An analysis of the characteristics of the heritage sites that have been officially recognised and awarded the label by the EU reveals certain regional, temporal, and thematic features. These features align with the EU's emphasis on the necessity of integration.
