본 논문은 영국의 탄소중립 이행을 위한 거버넌스와 관련된 주요 정책 및 법제의 발전 과정을 종합적으로 분석한다. 영국은 2050년까지 넷제로(Net-zero)로 만들기 위한 장기적인 목표를 설정했으며, 이를 위해 다양한 규범 체계와 중장기 전략을 도입하고 있다. 본 연구는 영국의 탄소중립 정책이 설정된 배경과 그 이행을 위한 주요 정책적 접근을 고찰한다. 영국은 유럽연합 탈퇴라는 정치적 불확실성 속에서도, 신재생 에너지 부문에 대한 대규모 투자와 에너지 효율성 증대에 중점을 두고 있다. 또한, 본 논문은 영국 정부의 주요 이행 정책 등을 분석하며, 이러한 정책들이 탄소중립 목표 달성에 미치는 영향을 평가하고 더 나아가, 영국의 탄소중립 목표 달성을 위한 교통과 건물 부문의 혁신적인 변화를 분석한다. 전기차 보급 확대를 위한 충전 인프라 확충과 보조금 제공 정책, 기존 건물의 단열 성능 개선 및 고효율 에너지 시스템 도입 등은 영국이 지속 가능한 미래를 위해 추진하는 핵심 전략들이다. 본 연구는 영국의 탄소중립 이행 거버넌스 및 관련 법제의 발전 과정을 심층적으로 분석하고, 이 과정에서 나타난 주요 정책적 이니셔티브와 그 효과를 평가하는 것이다. 이를 통해 영국의 탄소중립 정책이 국내외적으로 어떠한 영향을 미치고 있으며, 다른 국가들에게 어떤 시사점을 제공할 수 있는지를 고찰하고자 한다.
Abstract
This paper comprehensively analyzes the development process of key policies and legislation related to governance for the implementation of carbon neutrality in the United Kingdom. The UK has set a long-term goal of achieving net-zero greenhouse gas emissions by 2050 and is implementing various regulatory frameworks and medium-to-long -term strategies to achieve this. This study examines the background against which the UK’s carbon neutrality policies were established and explores the main policy approaches taken to implement them. Despite the political uncertainty posed by Brexit, the UK is focusing on large-scale investments in the renewable energy sector and increasing energy efficiency. Additionally, this paper analyzes the key implementation policies of the UK government and evaluates how these policies impact the achievement of carbon neutrality goals. Furthermore, it examines innovative changes in the transportation and building sectors aimed at achieving the UK’s carbon neutrality targets. Key strategies include expanding the charging infrastructure and providing subsidies to promote electric vehicles, improving the insulation of existing buildings, and introducing high-efficiency energy systems, all of which are crucial for the UK’s sustainable future. This study reviews how these policies contribute to the UK’s carbon neutrality goals and discusses the country’s role and contributions on the international stage. In doing so, the paper aims to offer policy insights from the UK’s experience that may be beneficial for other countries.
