본 연구는 유럽연합(EU)의 순환경제 전략을 중심으로 배터리와 플라스 틱 재제조 사례를 분석하고, 이를 통해 지속 가능한 자원 관리의 방향성과 정책적 시사점을 제시하는 데 목적을 둔다. 순환경제는 자원 효율성을 극 대화하고 폐기물 발생을 최소화하며, 경제적·환경적 지속 가능성을 강화 하는 경제 모델로, EU의 다양한 정책과 법적 프레임워크에서 이를 실현하 기 위한 노력이 이루어지고 있다. 본 연구는 배터리와 플라스틱 재제조 사 례를 통해 EU의 순환경제 전략이 어떻게 자원의 순환적 활용, 폐기물 감 소, 경제적 가치 창출 및 환경 보호에 기여하는지를 다각적으로 분석한다. 구체적으로, EU 배터리 재제조는 자원 회수 및 재사용, 탄소 배출 감소, 기술 혁신을 통해 자원 순환 모델의 성공적인 적용 사례를 보여준다. 플라 스틱 재제조는 포괄적인 법적·제도적 접근을 바탕으로 재활용률을 높이 고 플라스틱 폐기물 관리의 환경적·경제적 도전을 극복하고자 한다. 이를 통해 EU의 사례는 한국을 포함한 다른 국가들에게 지속 가능한 순환경제 정책 설계에 있어 중요한 시사점을 제공한다. 본 연구는 EU의 순환경제 이론과 정책적 사례를 심층적으로 고찰함으로 써 학문적 기여를 도모하고, 특히 배터리 및 플라스틱 분야에서의 재제조 활성화를 위한 정책적 대안을 모색한다. 이를 통해 본 연구는 지속 가능한 발전을 위한 이론적 및 실증적 기반을 제공하며, 후속 연구 및 정책 설계에 기여하고자 한다.
Abstract
This study focuses on analyzing the cases of battery and plastic remanufacturing within the European Union (EU)’s circular economy strategy to identify sustainable resource management directions and policy implications. Circular economy, as an economic model aimed at maximizing resource efficiency, minimizing waste generation, and enhancing economic and environmental sustainability, is a central component of various policies and legal frameworks in the EU. This research examines how the EU's circular economy initiatives contribute to resource circulation, waste reduction, economic value creation, and environmental protection through remanufacturing practices. Specifically, the study highlights EU battery remanufacturing as a successful application of resource recovery, reuse, carbon emission reduction, and technological innovation in resource circulation. Plastic remanufacturing demonstrates the EU’s comprehensive legal and institutional approach to increasing recycling rates and addressing the environmental and economic challenges of plastic waste management. These cases provide significant insights for designing sustainable circular economy policies, particularly for countries such as South Korea. By conducting an in-depth examination of the EU's circular economy theories and policy cases, this research contributes to academic discourse and explores policy alternatives for promoting remanufacturing, especially in the battery and plastic sectors. Ultimately, this study aims to provide a theoretical and empirical foundation for sustainable development, serving as a basis for future research and policy development.
