Abstract

Russia, which has the largest territory and the most resources in the Arctic of the Arctic Countries, from the era of the Soviet regime(the former Soviet Union) has designated and managed the Arctic Zone of the Russia. The Arctic territory designated in this way differed by period, and such differences reflect the government's Arctic policy philosophy at that time. In this study, the changes in the Arctic Territory Designation Region from the Soviet regime, around 100 years ago, to the present Russian Putin government, were examined by time period, and the differences and characteristics of each were analyzed. First, in the Arctic Territory designated during the Soviet era in 1926, the territorial definition of land or islands in the Arctic Ocean north of the Russian mainland was established,and the concept of the Arctic Zone at the end of the former Soviet Union was established with the adoption of the United Nations Convention on the Law of the Sea(UNCLOS) in 1982. The Current Russian government has designated the Arctic Zone, which combines the concepts of territory and administrative division based on territorial security and economic revitalization, by time through laws, presidential decrees, and policy announcements etc. Designated Zone has been gradually subdivided into cities under states or autonomous districts and expanded. In addition, the government's efforts to secure the sustainability of the Russian Arctic region through the influx of a settled population may have been reflected in the designation of the Arctic region, while seeking to vitalize the Russian Arctic economy through the supportive policy like business investment attraction and administrative support etc.
