Abstract
This study focused on the goal of “improving the quality of life of Arctic residents” among the “Basic Principles of the Russian Federation’s Arctic Policy until 2035” established by the Russian government in 2020, and analyzed the change in “income” of Arctic residents, which is one of the important indicators among them. The average income of Arctic residents in Russia increased in the first half of the 2020s compared to the second half of the 2010s. Since 2020, the average income of Arctic residents in Russia has not only exceeded the national average, but also increased by a greater margin, and the regional income ranking has also risen. However, as a result of analyzing the trend of total income ratio by income quintile, it was found that among Arctic residents in Russia, only the upper class increased their income in the 2020s, while the middle and lower classes saw a relative decrease in income. In particular, income was concentrated in high-income professional groups mainly engaged in mining. In addition, the proportion of people living in extreme poverty in many regions is much higher than the Russian average, indicating that serious social stratification is occurring.
