탈냉전기 북극지역은 중요성이 부각되면서 이용과 개발과정에서 지속가능한 미래 성장지역이자 여러 형태의 협력과 갈등이 상존하는 지역으로 부상하였다. 북극지역은 연안국가들 간 해양영토 획정문제와 대륙붕 확정문제, 북극항로의 자유로운 이용과 개방의 제약점과 북극을 ‘인류공동의 유산’으로 간주하는 비북극권 국가들의 접근과 주장 등이 현존한다. 북극 연안 국가들은 자국의 안보는 물론 경제적 이득을 위해 영해 확장 등을 통해 주권적 관할권과 통행권을 주장하고 있다. 이들 국가들 중 가장 적극적인 러시아는 북극 자원 탐사·항로 개척 등을 위해 원자력 쇄빙선 최대보유로 현재 46척을 운용 중이다. 블라디미르 푸틴(Vladimir Putin) 대통령은 북극자원 개발과 북극항로 개척을 위해 북극 인프라 개발을 최우선 국정 과제로 간주하였다. 러시아의 북극 개발과 진출이 활발해지면서 군사안보에 대한 관심이 증대되었다. 이에 러시아의 북극에 대한 군사안보정책도 다양하게 발전해왔다. 푸틴 대통령은 2001년 7월 “러시아연방 해양전략 2020”을 채택하였고 러시아의 북극에서의 다양한 개발 및 군사안보 정책은 자국의 방어와 국가 이익에 있음을 명시하였다. 이를 기반으로 러시아는 북극 전담 4개의 특수부대를 창설하는 등 북극 군사기지 구축 및 현대화를 적극 추진 중이다. 이런 맥락 하에서 본고에서는 기존의 북극정책과 자원개발 등 관련한 다양한 선행연구들과 차별적으로 탈냉전기 러시아의 북극지역에 대한 군사안보 정책의 특징과 군사기지의 현대화와 북극군의 역할 확대의 주된 이유와 함의에 대해 분석하였다.
Abstract
As the importance of the Arctic region grows in the post-Cold War era, it has emerged as an area of sustainable future growth and one in which various forms of cooperation and conflict exist in the process of utilization and development. The region has a variety of issues: maritime territorial delimitation, determining the continental shelf, and restrictions on the free use and opening of the Arctic route among countries bordering the Arctic versus approaches and claims by non-Arctic countries that regard the Arctic as a “common heritage of mankind.” Arctic coastal countries are claiming sovereign jurisdiction and passage rights with territorial expansion for economic benefits as well as their national security. Russia, the most concerned among these countries, is currently operating 46 nuclear icebreakers – the world’s largest fleet of this kind – to explore Arctic resources and explore routes. Russian President Vladimir Putin considers the development of the Arctic infrastructure top of the national agenda for developing Arctic resources and exploring Arctic routes. As Russia’s development and advancement into the Arctic continues, national security becomes a growing issue. Russia’s military and security policy toward the Arctic has thus also developed in various ways. President Vladimir Putin adopted the “Russian Federal Maritime Strategy 2020” in July 2001. President Putin has stated that Russia’s diverse activities in the Arctic are part of its defense and national security. Based on this, Russia is seeking to construct and modernize its military base in the Arctic by establishing four special units dedicated to the region. In this context, this article aims to examine the main reasons for focusing on Russia’s building of military bases and enhancing military capabilities in the Arctic region in the post-Cold War, as well as the perception of military and maritime security in the Arctic and modernization of military bases, contrary to the prior studies focusing on the existing policies toward the Arctic and resource development.
