북극은 중요한 가치와 더불어 위험과 기회와 국제협력이 공존하는 지역이기 때문에 ‘개발과 보호’ 측면에서 접근해야 한다. 연안 5개 국가들의 북극지역에 대한 영유권 주장은 실질적인 점유나 실효적 지배가 없는 상태이기 때문에 국제법적으로 적법성 논란의 대상이 된다. 또 이들 국가들이 북극지역 항로와 자원 개발을 주도하고 있지만 국경협약이 제대로 체결되지 않았다. 현재 북극지역은 유엔해양법(UN Convention on the Law of the Sea)에 의해 해역에 대한 개별국가의 주권이 인정되지 않고 연안국들에게 200해리 경제수역이 적용된다. 지구온난화의 가속화로 인해 북극 해빙 속도가 빨라지면서 한국은 극지의 중요성을 인식하고 다양한 활동을 전개해왔다. 향후 중장기적 차원에서 한국은 북극이사회(Arctic Council: AC)의 영구옵서버(permanent observer) 국가로서 북극항로의 활발한 이용과 상업화를 위해 막대한 재정지원, 자원개발과 원주민 및 환경보호 그리고 영토공간 확대라는 전략적 측면에서 참여와 역할을 확대해야 할 것이다. 특히 러시아와의 협력을 중심으로 북극 연안국들과의 관계성을 잘 고려해야하고, 글로벌 거버넌스 구축 차원에서 국제협력 증진을 위해 체계적인 대응방안이 모색되어야 한다.
Abstract
The North Pole is a region where important values, risks, opportunities, and international cooperation coexist, so it must be approached with utmost emphasis on ‘development and protection’. The five coastal countries’ claim of dominion over the North Pole region is the subject of an international legal dispute, as there is currently no actual occupancy or practical governance over the region. Also, these countries lead in the development of the Northern Sea Route (NSR) and resources, but a national border treaty has yet to be concluded. Currently in the North Pole region, the sovereignty of individual countries over the waters is not recognized by the UN Convention on the Law of the Sea, and 200 nautical miles of economic zone is applied to these coastal countries. Defrosting of the North Pole has been accelerating due to global warming, which has led Korea to acknowledge the importance of the pole and prompted it to initiate various activities. In future mid-to-long term projects, Korea will have to expand its participation and role in the strategic sense concerning the expansion of territorial space, resource development, native and environment protection, and significant financial support for the active use and commercialization of the NSR as a permanent observer of the Arctic Council (AC). A responsive plan must systematically be established to enhance international cooperation concerning the construction of global governance, and the relativity of the coastal countries of the North Pole must be considered, particularly with cooperation with Russia.
