유럽연합의 경제혁신과 재도약: 기후중립을 통한 에너지 전환의 의미와 과제

Economic Innovation and Re-Leaping of the European Union: Meaning and Challenges of Energy Transition through Climate Neutrality

초록

2019년 12월 유럽연합은 2050년까지 유럽에서 완전한 탄소중립과 이의 전단계로 2030년까지 1990년 대비 온실가스 순배출량을 55% 감축한다는 내용을 담은 유럽 그린딜(Europe Green Deal) 계획을 발표하였다. 그린딜 계획은 기후중립의 최종 목표와 단계적 이행목표를 담은 것으로본 계획은 유럽차원에서 신산업정책과 에너지전환을 통해 진행된다. 특별히 유럽연합은 에너지 전환은 그린딜 계획의 성사를 위한 핵심적 과제이며 경제적 재도약을 위한 게임 체인저로 인식하고 있다. 본 목적을 위해유럽연합은 단기적으로는 에너지 시장개입 그리고 장기적으로는 산업과에너지 부분에서 제도적 조정을 꾀하고 동시에 회원국간 연대를 통한 신에너지원에서 유럽차원의 에너지연합을 추진하고 있다. 그러나 유럽연합이 2050년까지 의도한 완전한 기후중립을 위한 청정에너지 전환은 기술발전 속도와 외부로부터의 에너지 수급 등 여러 변수에의해 불확실성을 내포한다. 유럽연합이 2022년에 제정한 택소노미 하위입법은 사실상 에너지 전환의 일시적 후퇴로 회원국간 논쟁의 대상이 되었다. 또한 청정에너지 생태계 구축과 기술개발을 위해 지속적인 투자가요구되는데, 유럽연합과 회원국이 동원할 수 있는 재원은 제약되어 있다. 이러한 모든 문제점에도 불구하고 회원국은 에너지 부분에서 이전과 달리 신속하게 수평적 연대를 통해 에너지 공급망과 기반을 구축하고 기술개발을 위한 수평적 연합을 취하고 있다는 점에서 에너지 전환은 지속적이며 점진적으로 진행될 것으로 전망된다.

Abstract

In December 2019, the European Union announced the Europe Green Deal plan as a full climate natural in Europe by 2050 and its predecessor. The Europe Green Deal plan contains the final goal and step-by-step implementation goal of climate natural, and this plan is carried out through new industrial policy and energy transition at the European level. In particular, the European Union recognizes energy transition as a key task for achieving the Green Deal plan and as a game changer for economic resurgence. For this purpose, the European Union is seeking energy market intervention in the short term and institutional coordination in the industry and energy sector in the long term. In addition, the European Union is promoting energy union at the European level in new energy sources through solidarity among member states. However, the clean energy transition for a complete climate natural that the European Union intends by 2050 involves uncertainty due to various variables such as the speed of technological development and the supply and demand of energy from the outside. Representative grounds include the taxonomy sub-legislation in 2022, which is recognized as a temporary setback in the energy transition, and the restrictions on financial resources that can be mobilized by the European Union and member states. Despite these problems, the energy transition is expected to proceed continuously and gradually, in that member countries are rapidly building energy supply chains and infrastructure through solidarity and taking horizontal alliances for technology development in the energy sector, unlike before.
