2019년 12월 EU 집행위원회는 ‘유럽그린딜(European Green Deal)’ 공표하였다. 2019년12월 EU 집행위원회는 ‘2050년 탄소중립(Carbon neutral) 목표’ 달성을 위한 정책 이니셔티브 ‘유럽그린딜’을 공표한 것이다. 유럽그린딜은 기후법 제정, 온실가스 감축목표 상향조정, EU-ETS 강화･확대, 건물부문 에너지효율 향상, 수송부문 탄소배출 저감, 탄소정책 격차 해소등을 포함한다. 본 논문에서는 CBAM 시행에 관한 EU 역내와 역외의 논란을 분석하고, 일련의 유럽 환경법제 강화가 통상환경에 미치는 영향에 관하여 논의하였다. 이를 통해 본고는 국의 대응 및그린뉴딜 정책을 입안하고 있는 우리 정부에 시사점을 제시하였다.
Abstract
In December 2019, the European Commission announced the ‘European Green Deal’. In December 2019, the European Commission announced the ‘European Green Deal’, a policy initiative to achieve the ‘2050 carbon neutral target’. The European Green Deal includes enactment of the Climate Act, upward adjustment of greenhouse gas reduction targets, strengthening and expansion of the EU-ETS, improvement of energy efficiency in the building sector, reduction of carbon emissions in the transportation sector, and narrowing of the carbon policy gap. The Carbon Boundary Adjustment Scheme (CBAM), proposed as part of the European Green Deal, is set for transitional implementation from October 2023. In this paper, the controversy within and outside the EU regarding the implementation of CBAM was analyzed, and the impact of a series of European environmental legislation strengthening on the trade environment was discussed. This paper presented implications for the Korean government, which is drafting the government's response and Green New Deal policy.
