Abstract
This study examines the potential impact of the EU’s energy decoupling strategy from Russia, prompted by the Russia-Ukraine war, on the progress of the EU's Green Deal initiatives. It explores whether these geopolitical and economic shifts will accelerate or impede the implementation of the Green Deal. To achieve energy independence from Russia, the EU has leveraged policies outlined in its Green Deal legislative framework, including the ‘Fit for 55’ initiative, which focuses on reducing carbon emissions and expanding renewable energy use. These actions have reinforced existing climate policies while advancing renewable energy as a cornerstone of energy security. However, the war has also introduced significant economic challenges that complicate the Green Deal’s trajectory. Economic recession and rising inflation have diverted public attention away from environmental concerns to more immediate economic issues, leading to waning support for the Green Deal. Furthermore, divergences in the policy positions of EU member states, previously less pronounced, have surfaced as critical points of contention in the shaping of energy and environmental policies. Central and Eastern European countries have called for greater financial and technical assistance in their transition to renewable energy, while landlocked nations with high dependency on Russian energy have continued to import Russian oil and gas. Although the Green Deal is expected to proceed without significant backtracking, it will likely evolve to accommodate the altered political landscape. Going forward, the Green Deal may develop into a multifaceted strategy that not only addresses climate change but also integrates energy security, economic resilience, and industrial policy. However, with economic pressures sparking political backlash, the Green Deal is expected to adopt a more flexible and adaptive framework. The EU’s approach to the Green Deal will have substantial implications for other countries, as environmental policies increasingly intersect with national industrial competitiveness and may function as an instrument of trade policy.
