기후 위기와 유럽노동조합연맹의 인식: 사회생태적 계약을 중심으로

유럽노동조합연맹-유럽노동조합연구소는 2021년 2월 3~5일에 ‘새로운 사회생태적 계약을 향하여’라는 회의를 개최했다. 회의의 목적은 기후 위기가 기존 유럽의 노사 관계 모델에 압박을 가하는 상황에서 조화로운 노사 관계를 재구축하기 위해 지속가능성의 새로운 논리를 사회계약에 통합해야 할 필요성을 논의하기 위한 것이다. 정의로운 전환을 위한 새로운 사회생태적 계약을 강력하게 요구하고 있음에도 불구하고, 유럽노동조합연맹은 기술 혁신과 성장이라는 지배적인 논리 또는 글로벌 사우스에 대한 수탈과 비용 전가를 외부화하는 제국적 생활 양식과 온전히 단절하지 못함으로써 생태 현대화에 대해 적극적으로 문제를 제기하지 않는다. 왜 이러한 상황이 벌어졌는가? 이에 본 글은 Ⅱ장에서 이론적 논의로 사회생태적 전환과 노동조합에 관해 서술한다. Ⅲ장과 Ⅳ장에서는 유럽노동조합연맹이 제안한 사회생태국가와 이를 달성하기 위한 사회생태적 계약에 대해 논의한다. 결론에서는 유럽노동조합연맹의 인식을 비판적으로 평가하고자 한다.
Abstract
The European Trade Union Confederation(ETUC)-European Trade Union Institute(ETUI) organised the conference ‘Towards a new socio-ecological contract’ on 3-5 February 2021. The aim of the conference was to discuss the need to integrate the new logic of sustainability into the social contract in order to rebuild harmonious industrial relations in a context where the climate crisis is putting pressure on the existing European industrial relations model. Despite strongly calling for a new socio-ecological contract for a just transition, the European Trade Union Confederation does not actively question ecological modernisation because it does not fully break with the dominant logic of technological innovation and growth or with the imperial mode of living that externalize expropriation and cost-shifting to the Global South. Why did this situation happen? In this regard, this article describes socio-ecological transition and trade unions as theoretical discussions in Chapter Ⅱ. Chapters III and IV discuss the European Trade Union Confederation's proposal for a Social Ecological State and a socio-ecological contract to achieve it. The conclusion critically evaluates the perceptions of the European Trade Union Confederation.
