Abstract

The purpose of this article is to gauge the strategic content and direction of the New Social Contract promoted by the European Union. Through a content analysis of the European Green Deal, this article argues that the European Union’s new social contract balances economic, environmental, and social objectives in its content and orientation, but that it prioritizes economic objectives in that balance due to its implicit neoliberal economic rationality. Nevertheless, the article concludes that in the transition towards a new social contract, the environment will be included in the traditional market elements such as goods, services, capital, and labor as a commodity; that in the context of European integration, the environmental sector will become another major driver of integration; and that ecological citizenship as a possible expansion of citizenship will be expressed and practiced.
