정의로운 전환을 위한 적극적노동시장정책의 방향에 대한 소고

초록

본 연구는 한국 노동시장에서 불안정노동과 불평등 문제를 해결하지 못한 채 우리가 맞이하고 있는 거대한 기후변화의 위기에 있어, 적극적노동시장 정책의 개혁 필요성을 논하고 앞으로의 정책 방향을 제안하는데 목적을 두었다. 이를 위해 먼저, 생태적 마르크스주의를 통해 불안정노동과 환경파괴의 근본적 원인으로 (성장중심)자본주의체제의 한계를 살펴보고, 탄소중립사회로의 이행에 있어서도 성장(growth)에 대한 다양한 관점들을 검토하였다. 이어 국내외에서 이루어지는 정의로운 전환에 대한 논의를 비판적으로 검토하여, 탈탄소경제로 이행하는 과정에 있어 노동시장에서 발생할 수 있는 불안노동의 확대와 지역 간 불평등 문제를 분석하고 설명하였다. 본 연구는 한국사회에서 탈탄소경제로의 이행과정에서 노동자와 지역사회를 보호하고, 사회적 위험과 유익성의 평등한 분배를 주장하는 ‘정의로운 전환’의 필요성을 강조하며, 적극적노동시장 정책의 개혁방향을 제시하였다. 구체적으로는 ‘좋은(decent) 녹색 일자리’를 창출하고 이를 위한 ‘녹색 기술 훈련(Green skill training)’을 보장하는 방향으로 개혁이 이루어져야 한다. 특히 본 연구에서 설명한 네 가지의 녹색 기술의 범주 중에서도 ‘일반적인 녹색기술’과 ‘기존의 기술 보충’에 대한 직업훈련 개편의 필요성이 강조되었다. 궁극적으로 본 연구는 불안정노동자를 확대시키지 않으면서도 생태적･사회적 지속가능성을 보장하는 사회적･생태적 전환(Social and ecological transition)을 이루어내기 위해, 적극적노동시장 정책이 지향할 방향을 제시하고 관련 논의 확대에 기여하고자 하였다.

Abstract

This study focused on inequality and precarious labor that could expand in the process of ecological transformation in Korea's labor market, which has faced the problem of responding to the climate crisis, while precarious labor remains. In Korea, it is predicted that regional disparities and inequalities in the labor market will expand in the process of social and ecological transition. Therefore, this study derived the need for a 'just transition' that protects workers and local communities in the process of transitioning from Korean society to a green economy, and insists on the equal distribution of social risks and benefits. In this regard, alternatives were presented in terms of redistributive labor market policies. Regarding the inequality that arises in the process of a just transition in the future, the reform of Korea's active labor market policy should be done in the direction of securing 'decent green jobs' and guaranteeing ‘green skill training’ for this purpose. As a detailed strategy, the study suggested the ‘Subsidies to employers policy’ and the ‘Direct employment/job-creation scheme’ in relation to the creation of ‘Decent green jobs’. In addition, a reorganization strategy for green technology training was presented centered on ‘General green skills’ and ‘Top up existing skills’.
