전 세계가 디지털 사회로의 전환을 촉진하고 있는 가운데 국제사회의 주요 행위자인 유럽연합(EU) 역시도 산업, 경제 및 사회를 재편할 것을 약속하는 혁신적인 디지털 시대의 전조에 서 있다. 특히 국제사회의 주권 개념의 변화 및 확장과 맞물려 디지털 주권을 강화하기 위한 관심이 높아지고 있는 상황에서 EU는 모든 시민을 위한 포괄성, 지속 가능성 및 보안을 보장하면서 디지털 잠재력을 활용하기 위한 야심찬 로드맵을 마련하고 있으며 2019년 새로운 집행위원회가 구성됨에 따라 기후변화와 디지털 분야에서의 전환을 위해 적극적인 전략을 펼치고 있다. 빠르게 변화하는 디지털 사회에서 EU가 추진하는 디지털 전략과 정책의 방향은 기존 소프트파워의 선두주자로 국제사회에서 자리 잡았던 EU의 위상을 높이고, 비교우위를 점하려는 목적이 분명하며 최근 발표했던 EU의 디지털 정책과 관련한 전략 및 이니셔티브와 법제화 과정을 고려할 때, 전 세계 디지털 시장의 한 축으로 자리잡고 있는 한국에도 시사하는 점이 크다. 이러한 측면에서 본 논문은 주권 개념의 변화 및 확장에 관하여 디지털 주권 개념에 초점을 맞추고, 이를 바탕으로 EU의 디지털 역량 및 발전 방향, 그리고 디지털 정책의 발전과 최근 전략 및 이니셔티브의 법제화 과정에 대해 분석할 것이다.
Abstract
As the world promotes the transition to a digital society, the European Union, a major actor in the international community, is also at the forefront of an innovative digital era that promises to reshape industry, economy and society. In particular, as interest in strengthening digital sovereignty is increasing in line with the change and expansion of the concept of sovereignty in the international community, the EU is preparing an ambitious roadmap to utilize digital potential while ensuring inclusiveness, sustainability and security for all citizens. The EU's digital strategy and policy direction in a rapidly changing digital society is clearly aimed at enhancing the EU's status as a leader in the international community and gaining a comparative advantage, and has great implications for Korea, which is one of the pillars of the global digital market.In this respect, this paper will focus on the concept of digital sovereignty on the change and expansion of the concept of sovereignty, and analyze the EU's digital capabilities and development direction, as well as the development of digital policies and the legalization process of recent strategies and initiatives.
