Abstract
This article reviewed the EU’s recently concluded digital partnerships with Asian countries—Japan, South Korea, and Singapore. Through the digital partnerships, the EU is presenting initial cooperation tasks such as semiconductors, HPC, quantum technologies, Beyond 5G/6G, and artificial intelligence. The results of analysing three cases of the partnerships can confirm that the EU's digital partnership is a more advanced level of cooperation than the strategic partnership. Also, the EU's digital partnership is a partial reflection of path dependence in terms of the expansion of strategic partnerships. The EU has favoured a partnership strategy to uphold European values and interests and safeguard global security. The digital trade chapter within the current FTA cannot reflect the current digital market order in which various technologies are emerging. In this context, the EU is seeking to shape norms in digital practices through digital partnerships. In response to the US-China competition in the digital market, the EU and the three Asian countries have agreed on a digital partnership that can share norms as like-minded partners.
