이 연구의 목적은 도입 이후 많은 문제점과 사회적 쟁점을 보이고 있는 한국의 국민연금제도에 대한 비교정치사회학적 접근에 있다. 구체적으로 시민사회의 정치적 영향력에 따른 사회협약 정치의 실현 여부가 정책결정의 결과물에 어떤 영향을 가져오는지를 세 국가(프랑스, 멕시코, 한국)의 1990년대 연금개혁 사례들을 통하여 살펴보고자 한다. 사회협약 정치와 관련된 주요 시민사회 조직은 노동을 들 수 있으며, 노동 진영의 정치적 성장은 사회협약 정치의 강제 요인으로 중요하게 작용한다. 정책 결정의 결과에 대한 평가는 정부에 의해 제기된 제안의 의회통과를 성공적인 사례로 간주한다.
Abstract
It is my impression that previous research on Korean pension system has been focusing either on the narrations of problems, the introduction of other nations’ pension systems, or mathematical perspectives. This study purports to develop an appropriate and politically feasible model for pension reform in Korea, by employing a comparative perspective. Specially, previous pension reform in France (1993, 1995), Mexico (1995), and Korea (1997) will be examined thoroughly to test the theoretical relevance of a match or agreement between political strength of organized labor and dominant types of policy-making in understanding the actual outcomes in pension reforms. A comparative analysis of three nations’pension reforms suggests the danger of government-dominating pension reforms without consensus of social partners.
