Abstract

This study proposes the potential for liberal education innovation through the collaboration between local governments and universities and discusses strategies for regional universities to establish a sustainable cooperative model. With declining student populations and an increasing concentration of educational resources in metropolitan areas, regional universities face structural challenges that threaten their competitiveness. In response, this study proposes a Regional Consortium Model, which enables universities to collaborate in sharing educational resources, developing joint curricula, and obtaining sustainable support through partnerships with local governments. By analyzing the case of the JST Shared University in Jeollabuk-do, this research examines the effectiveness of university collaboration and highlights the crucial role of local government involvement in ensuring the long-term sustainability of such models. University collaboration must go beyond simple credit exchange and evolve into a higher education model that integrates with regional communities. Through such an approach, regional universities can not only enhance their viability and development but also contribute to the overall sustainability of higher education in South Korea.
