지방자치단체의 고등교육재정지원에 관한 탐색적 연구 -기초자치단체의 지방소멸위험수준을 중심으로-

본 연구는 우리나라 지방자치단체의 고등교육재정지원 실태를 조망하고 지방소멸위험수준과 고등교육재정지원과의 관계를 종합적으로 이해하며, 효율적인 재정투자가 이루어지기 위한 정책적 방안을 모색하는데 그 목적을 두고 있다. 이를 위해 2015년~2019년 우리나라 지방자치단체의 고등교육재정지원 데이터를 활용하여 재정지원 목적 및 규모의 변화와 지방소멸위험수준이 고등교육재정지원에 미치는 영향에 대한 가능성을 분석하였다. 특히, 본 연구에서는 고등교육재정지원 목적 유형을 새롭게 분류함으로써 보다 세부적인 맥락의 이해가 가능하도록 하였다. 분석결과, 비수도권 기초자치단체를 중심으로 고등교육재정지원에 대한 관심이 증가하고 있으며, 소멸위험수준이 높은 지역에서 고등교육재정지원에 보다 적극적으로 노력하고 있었다. 따라서 기초자치단체에서는 고등교육재정지원이 지방소멸위기 극복을 위한 경쟁력강화 전략으로 활용될 수 있음을 확인하였다. 그러나 여전히 소멸위험수준이 높은 지역에서 재정적 역량에 따라 재정지원의 편차가 크게 존재하는 것으로 나타났다. 이에 따라, 단기적으로 재정보조금을 지원하여 재정적 어려움을 보완해주거나, 장기적으로 기초자치단체가 주요 지원 주체가 되도록 구조적 변화에 대해 검토가 필요하다. 이에 더해 지역-대학 간 선순환 구조를 구축할 수 있는 사업에 대한 발굴 노력도 제안하였다.
Abstract
The purpose of this study was to explore the actual situation of financial support for higher education by local governments in Korea, comprehensively understand the relationship between the level of local extinction risk and financial support for higher education, and seek policy measures for effective financial investment. To this end, the study analyzed the possibility of changes in the objective and scale of financial support and the impact of local extinction risk level on financial support for higher education by using data on Korean local governments’ financial support for higher education from 2015 to 2019. In particular, it classified the objective types of financial support for higher education, thereby enabling a more detailed understanding of the context. The analysis revealed that interest in financial support for higher education, centering on non-metropolitan local governments, was increasing, and areas with a high level of extinction risk were making more active efforts to provide financial support for higher education. Accordingly, for local governments, this support could be used as a strategy to strengthen competitiveness and overcome the crisis of local extinction. However, there was a large variation in financial support based on financial capacity in areas with a high level of extinction risk. Accordingly, structural changes need to be reviewed such that either financial difficulties are compensated by providing short-term financial subsidies, or local governments become the main support body in the long term. Additionally, an effort to discover projects that can build a virtuous cycle between the area and university was proposed.
