2021년 9월 15일 미국과 영국, 호주 3국의 새로운 안보 파트너십인 ‘오커스(AUKUS)’가 발족하고, 미국은 호주의 핵추진 잠수함 보유를 지원하기로 하였다. 미국과 영국, 호주의 정상은 3국의 새로운 안보 파트너십인 ‘오커스(AUKUS)’발족에 대해 인도·태평양 지역의 평화와 안정 유지에 도움이 될 것이라고 기대하였다. 3국 정상은 이날 공동성명에서 “우리는 규칙에 기초한 국제 질서라는 지속적 이상과 공동 약속에 따라 파트너 국가와의 협력을 포함해 인도태평양 지역에서 외교, 안보, 국방 협력을 심화하기로 했다”고 언급하였다. 이 성명은 조 바이든 미국 대통령, 보리스 존슨 영국 총리, 스콧 모리슨 호주 총리 명의로 발표되었다. AUKUS는 인도-태평양에서 안보협력과 정보기술(IT) 공유를 강화하려는 파트너십으로, 특히 첫 구상으로 호주의 핵추진 잠수함 보유를 지원키로 하였다. 호주는 2016년 프랑스와 체결한 900억 호주 달러 규모의 핵잠수함 계약을 사전 협의 없이 일방적으로 파기했다. 프랑스 정부는 불편한 심기를 노골적으로 드러내고 있다. 프랑스 정부는 미국과 호주 주재 자국 대사를 소환하였다. 기존의 연구는 AUKUS 설립 이후 프랑스와 미국 사이의 긴장 관계에 초점을 맞추었다. 그러나 호주 정부는 호주의 DCNS 잠수함 프로젝트에 오래전부터 불만을 갖고 있었다. DCNS(現 Naval 그룹)는 호주정부와의 잠수함 건조 사업계약을 지키지 않았고, 사업비는 계속 증가했다. 호주 정부가 프랑스 Naval 그룹과 잠수함 프로젝트 계약을 취소한 것에 대한 반응도 프랑스 정당들 간에, 그리고 프랑스 정당 지지자들 간에 차이가 있다.
Abstract
On September 15, 2021, "AUKUS," a new security partnership between the United States, the United Kingdom and Australia, was launched, and the United States decided to support Australia's possession of nuclear-powered submarines. The leaders of the U.S., the U.K., and Australia are expected to help maintain peace and stability in the Indian-Pacific region over the launch of the new security partnership, AUKUS, of the three countries.In a joint statement, the leaders of the three countries said, "We have decided to deepen diplomatic, security and defense cooperation in the Indo-Pacific region, including cooperation with partner countries, in accordance with the continuous ideal and joint promise of rule-based international order." This statement was issued under the names of US President Joe Biden, British Prime Minister Boris Johnson, and Australian Prime Minister Scott Morrison. Oakus is a partnership aimed at strengthening security cooperation and deepening sharing of information technology in the Indo-Pacific, and in particular, it was decided to support Australia's possession of nuclear-powered submarines as its first initiative. Australia unilaterally canceled AUD $90 billion nuclear submarine contract signed with France in 2016 without prior consultation. Franch government is openly revealing its discomfort. It called in its ambassadors to the United States and Australia. The existing studies focused on the tension between France and the United States after the establishment of AUKUS. However, Australian government was dissatisfied with DCNS submarine project in Australia. DCNS (Current Naval Group) did not respect the contract and its project cost continued to increase. And also the reactions to Australian Government’s cancellation of the submarine project contract with French Naval group differ between French political parties and also between the supporters of French political parties.
