초록

본 논문은 유럽의 접경지역에서 진행된 초경협력의 태동, 확대, 심화에 대한 심층적인 연구를 통하여, 이러한 초경협력이 지난 반 세기 이상 상향식 유럽화를 통해서 점진적으로 진화해왔다는 것을 보여주는 데 그 목적이 있다. 이를 위해서 본 연구는 우선 초경협력의 정의와 특징, 그리고 초경협력의 유럽화와 관련된 이론적 논의들을 살펴본다. 그리고 1950년대 유럽통합의 초기에 독일과 네덜란드 접경지역에서 EUREGIO가 태동한 뒤, 1970년대 접경지역 상설회의체인 AEBR을 통해서 유럽 전역으로 초경협력이 확대되고, 1990년대 들어와 EU 차원에서 Interreg가 수립되어 초경협력이 심화된 일련의 진화과정을 구체적으로 분석해보고자 한다.

Abstract

This study aims at arguing that cross-border cooperation in Europe has gradually evolved through bottom-up Europeanization over more than half a century. To this end, this study first examines the definition and characteristics of cross-border cooperation in Europe, and the theoretical discussions related to the Europeanization of cross-border cooperation. And it examines the origin, expansion, and deepening of cross-border cooperation in the European border areas by analyzing the evolution of the EUREGIO in the 1950s, the AEBR in the 1970s, and the Interreg in the 1990s.
