포용적 균형발전을 위한 EU 지역정책의 최근 특성과 정책적 함의

초록

최근 메가시티와 초광역화에 대한 논의가 활발히 이루어지고 있다. 그간 수도권으로의 인구, 산업, 경제활동의 집중으로 나타난 불균형 현상의 심화와 함께 지방도시의 쇠퇴와 소멸논의가 메가시티, 초광역화 논의를 촉발시켰다. 이러한 논의는 수도권과 지방간의 불균등을 극복하고, 국가 전체적인 차원에서의 균형발전을 도모하는데 근본적 목적이 있다. 우리보다 좀 더 일찍 역내 균형발전을 모색했던 대표적인 지역은 EU이다. 유럽의 경우 EU 회원국가들 또는 지역간 경쟁력 격차 발생으로 인한 유럽연합 전체의 통합적 결속력 약화에 대한 우려가 제기되었고, EU 공동체의 균형적 발전과 지역통합을 위해서는 EU 차원의 대응노력이 꼭 필요하다는 공감대는 EU 지역정책의 태동으로 이어졌다. 1950년대 이후 현재까지 EU 지역정책은 여러 가지 특성으로 변화, 발전되어왔다고 할 수 있는데, 본 연구에서는 포용적 균형발전을 위한 EU 지역정책의 특성을 시기적으로 구분하여 살펴본다. 특히 최근 EU 지역정책의 특성을 1) EU 공동체 차원의 균형발전과 낙후지역의 포용적 지원, 2) 경제 및 산업혁신과 사회혁신을 함께 고려하는 지역혁신 전략, 3) 다층적 레벨에서의 협력강화 전략의 측면에서 분석한다. 또한 지역간 협력을 통한 혁신과 공동의 경쟁력 강화를 도모하고 있는 핀란스의 사례를 분석하고, 이를 바탕으로 지역 균형발전과 지역개발 전략 모색을 위한 정책적 함의를 도출하였다.

Abstract

Recently, the active discussion about mega-cities, mega-regions and regionalization has been increasingly developed. Both the criticism about the deepening of imbalances that have occurred due to the concentration of population and economic activities in the metropolitan area and the concern about the decline and disappearance of local cities have sparked these discussions. In other words, these discussions have the fundamental purpose of overcoming the inequality between the metropolitan area and the local areas and promoting balanced development at the national level. EU is the typical territory that sought balanced regional development for a long time, where the concerns about the weakening of the unity of the EU as a whole due to competitiveness gaps between EU member states or regions were raised earlier. Such concerns built a shared consensus that the EU-level efforts were essential for balanced development and regional integration of the EU community, which eventually led to the birth of EU regional policy. Since 1950s, EU regional policies have changed and developed in various ways. In particular, this paper examines the characteristics of recent EU regional policies in three folds; 1) balanced development at the EU community level and inclusive support for underdeveloped regions, 2) regional innovation strategy that considers economic and industrial innovation and social innovation together, 3) strengthening cooperation at multi-level levels. Along with a case study that develops inter-regional co-operation for innovation and joint competitiveness, this paper finally derives significant policy implications for balanced regional development strategies in Korea.
