초록

This paper analyzes why the denuclearization efforts on the Korean Peninsula encountered limits and seeks the alternatives. Paying attention to the points that denuclearization on the Korean Peninsula was carried out either in the forms of implementations of negotiations or sanctions, this paper analyzes why such efforts fell short of success. First, Northeast Asian countries involved have promoted denuclearization by means of implementation of agreements on the condition that nuclear disposal and aid to North Korea were correlated. However, such endeavors were finally discontinued as the deadlock protracted under the situation that an appropriate authority to regulate implementations of agreements did not exist. Second, the denuclearization strategy through sanctions was insufficient to yield productive fruits because of the different stances among the individual countries over the security issue of the Korean Peninsula and resulting relaxation in the sanctions alliance. Third, the denuclearization efforts through implementation of agreements and sanctions have resulted in advancement of North Korea’s nuclear programs rather than promoting its denuclearization, as those efforts were disconnected, such that agreements and sanctions never formed a correlated process. Most of all, in order to stop this vicious circle in the denuclearization of the peninsula, measures such as the preemptive freeze of North Korea’s nuclear, and missile tests, the active involvement of the three parties, South Korea, the U.S. and China, based on a policy of solidarity, and efforts to ensure the continuity of negotiations, implementations of agreements, and sanctions should be made.
