Abstract

This study analyzes environmental conflicts where each agent has the option of using a second instrument to prevent undesirable environmental externalities. We examine (a) whether agents choose to use two instruments; and (b) whether the use of two instruments increases (relative) rent dissipation. We obtain the following results for (a). First, if damages are not sufficiently large, agents do not use the second instrument. Second, if damages are symmetric and sufficiently large, at least one of the agents uses two instruments. Third, if damages are asymmetric and sufficiently large, the agent who faces relatively larger damage uses two instruments. Regarding (b), the (relative) rent dissipation obtained by this study is compared to that obtained by Tullock’s. Then, we obtain the following results. First, the social resource cost increases if agents facing symmetric (asymmetric) and sufficiently large (higher) damages use the two instruments. Second, the social resource cost decreases if one of the agents facing higher and symmetric damages uses the two instruments.
