본 연구는 시장획정 지침인 SSNIP 테스트에 부합하는 임계매출감소분석을통해 골판지원지의 상품시장획정을 검토한다. 표면지와 이면지･골심지는 골판지를 구성하는 원재료로서, 이들 간의 보완성을 고려하지 않는 전통적인 임계매출감소분석은 관련시장을 좁게 획정하는 오류를 범할 수 있다. 이에 본 논문은보완재에 대한 상품시장획정을 위해 임계매출감소분석을 이론적으로 확장하고, 그 결과를 골판지원지 담합사건에 적용하였다. 본 연구의 분석 결과에 따르면표면지와 이면지･골심지 사이의 보완성을 고려하더라도, 두 상품은 별개의시장으로 분리 획정되었다. 즉, 골판지원지 담합사건을 검토함에 있어 표면지와이면지･골심지를 분리된 상품시장으로 획정하는 것이 타당하다.
Abstract
This study evaluates the determination of the product market for corrugated board base paper using the critical loss analysis method, a practical version of the SSNIP test, which is the market definition principle of many antitrust agencies. Since surface paper and backside/corrugated medium constitute the raw materials for corrugated fiberboard, the standard critical loss analysis, which does not consider the complementarity between them, could lead to mistakes, as it may define the relevant market to be narrower than the actual market. Therefore, the study tried to theoretically extend the critical loss analysis to complementary products and applied it to the collusion case in the corrugated board base industry in Korea. Our empirical analysis confirmed that even after considering the complementarity between surface paper and backside/ corrugated paper, each product should be delineated into a separate market.
