1970년대 한국 정부는 획기적인 농촌경제의 발전과 사회적 내부문제를 해결하기 위해 새마을운동을 도입하였다. 놀랍게도 한국 정부는 이 운동을 통해 사회적 모순을 성공적으로 해결하고 사회전반의 진보 및 발전을 이끌어냈다. 본 연구는 이러한 새마을 운동의 성공 요인이 정부중심의 효과적인 거버넌스 체제의 구축 및 운용에 있다고 주장한다. 따라서 현재 중국 정부가 직면한 치명적 사회난제 중의 하나인 도농간의 격차 문제 해결에 한국 새마을운동의 경험이 크나큰 도움이 될 수 있다고 본다. 본 연구는 한국 새마을운동의 성공요인을 거버넌스 체제에서 찾고 있다. 새마을운동의 추진과정에서 한국 정부가 도입한 여러 가지 창의적이고 개혁적인 제도들과 관련 이해당사자들의 협력을 성공적으로 이끌어 낼 수 있었던 유인체계의 형성이 결국 한국정부 특유의 효과적인 네트워크형 거버넌스 체제에서 비롯되었다고 본다. 물론 한국과 중국은 여러 면에서 서로 다르다. 그럼에도 불구하고 본 연구자는 한국 새마을운동의 거버넌스 체제가 중국에 충분히 적용할 여지가 있다고 본다. 그 이유는 거버넌스라는 개념 자체가 대단히 유연하고 가변적인 성격을 내포하고 있으며, 시장과 사회에 대한 정부개입의 한계 문제는 정치체제의 특성과는 무관하게 모든 사회에서 나타나는 보편적 현상이라고 보기 때문이다. 이러한 문제의식 하에 본 연구에서는 거버넌스 이론을 중심으로 한국 새마을운동의 경험을 새롭게 분석하여 성공요인을 규명한 후, 중국에의 적용가능성을 모색하고자 한다.
Abstract
The epoch-making Saemaeul Movement has been introduced by the government of South Korean in order to develop the rural economy and to solve social internal problems in the 1970s. It can be surprising that through this, the government successfully solved the social internal contradictions and realized the whole social progress and development. In this study we think that the key success factors are the construction and operating of government-centered and effective governance structure. We think that the experience of Korean Saemaeul Movement can be big help to the China’s social problems, especially an urban-Rural Disparity. We try to find the main ingredients for success of the governance structure. In the process of promoting Saemaeul Movement, The South Korean government introduced many systems which are creative and reformatory. The reason for that all relevant stake holders can be synergistic successfully was the high-efficiency network governance structure what is peculiar to Korean government. Undoubtedly, there are so many differences between Korea and China, but we still consider that the governance structure of Korean Saemaeul Movement can be applicable to China. The concept of governance contains characters of flexibility and variable. It is unconcerned in political system when the government intervenes into market or social and that can appear in all kind of societies. From the point view of problem recognition like this, this study will try to make a new analysis about the successful experiences of Korean Saemaeul Movement, and explore the applicability if used in China.
