정당의 후보 경선과 유권자 인식: 제19대 대선의 주요 정당을 중심으로

본 연구는 한국 사회에서 정당의 후보경선제도 변화와 그 효과를 분석한다. 특히 유권자 참여를 강화하고자 한 각 정당의 후보경선제도 변화가 후보경선과정에 대한 유권자의 인식을 향상시켰는지를 살펴본다. 우선 제도적 측면에서, 제19대 대선과정에서 각 정당의 경선제도는 유권자의 참여를 확대하려는 제16대 대선 이후의 개혁 방향에 부합한다는 특징이 있다. 다음으로 유권자의 인식적 측면에서, 제19대 대선과정에서 과반의 한국 유권자들이 정당의 후보경선과정을 인지하였다. 특히 대선 직후 유권자 의식조사 자료에 의하면, 더불어민주당과 정의당에 대한 정당일체감을 지닌 유권자와 이념적으로 극단적 우파성향의 유권자가 정당의 후보경선과정을 상대적으로 더욱 잘 인지하였다. 또한 정치 및 선거에 대한 관심과 SNS을 통해 정치정보를 획득하려는 유권자의 노력은 정당의 후보경선제도를 인지하는 데 도움이 되었다. 이와 같은 결과는 한국 정당의 후보경선과정이 유권자와의 연계성을 증진할 수 있는 절차적 잠재력을 지닌다는 것을 함의한다.
Abstract
This article studies the institutional changes of political parties in their primary elections for Korean Presidency. In particular, it analyzes whether and how those changes affect voters’ perception on the electoral events. In answering these questions, this article first finds that the primary elections of political parties in the 19th presidential election have consistently maintained the reformation trends since the 16th presidential election in which parties have improved their institutional measures to mobilize more voters into their primary elections. Second, through the survey data analysis, three factors in fact are relevant to voters’ perception on parties’ primary elections: ideological extremism, political information through SNS, and party identification. In particular, those who identify themselves as members of either the Minju party or the Justice party and have extreme right ideology are more likely to recognize the primary elections. These findings imply that parties’ primary elections might be a good channel to enhance the relationship between parties and their supporters in Korea.
