국회의원후보 공천제도의 개선방안 연구: 하잔과 라핫의‘3단계 공천모형’을 중심으로

본 논문은 국민참여경선제를 도입하는 등 활발한 공천개혁 흐름에도 불구하고 한국 정당들의 공천이 여전히 만족할 만한 수준에 이르지 못하면서 민주주의의 질이 떨어지고 있다는 우려에 따라 국회의원후보 공천제도의 새로운 개선방안을 모색하는 데 목적이 있다. 개선 방향의 준거점은 하잔과 라핫(Hazan & Rahat)의 ‘3단계 공천모형’이다. 이들의 논의는 정당을 통한 참여와 당내의 균형잡힌 분권화를 강조한다는 점에서 특별히 주목할 만하다. 본 연구에서는 한국 정당의 공천이 외형상으로는 하잔과 라핫의 ‘3단계 공천모형’과 유사하지만, 실제 운용에 있어서는 상당한 차이를 보인다는 점을 밝혔다. 무엇보다도 정당조직이 약한 한국 정당들에서는 공천제도가 선별적 유인체계를 제공함으로써 당 기능 정상화에 도움이 되는 방향으로 변화해야 한다. 따라서 본 논문은 그동안의 오류를 수정한 새로운 형태의 3단계 공천모형이 한국 정당에 적용돼야 한다고 주장한다. 이 모형에서 당 조직의 3주체인 중앙당, 시․도당, 당협(지역위원회)은 공천의 각 단계를 통해 균형잡힌 역할을 하도록 설계돼 있으며, 당내 구성원인 당 엘리트, 당 대의원, 당원들도 그에 걸맞은 권한을 가질 수 있도록 했다. 체계적인 시각에서 각각의 단계를 유기적으로 연계시키는 구체적인 공천 해법은 정당정치와 선거의 질을 개선하는 데 기여할 것이다.
Abstract
This thesis aims to find new ways to improve the candidate selection methods in response to concerns that democratic quality is degrading as Korean political parties’ nominations still do not reach a satisfactory level despite a series of active candidate selection reforms, including the introduction of the open primary. The reference point for the improvement direction is Hazan & Rahat’s ‘three-stage candidate selection model.’ Their discussion is particularly noteworthy in that it emphasizes participation through parties and balanced decentralization within political parties. In this study, it was revealed that although the candidate selection methods of Korean political parties are similar to the Hazan and Rahat’s model in appearance, there is a significant difference in actual operation. Above all, for Korean political parties with weak organization, the candidate selection system should be changed in a direction conducive to normalizing party function by providing a selective incentive system. Therefore, this paper argues that a new type of three-stage candidate selection model that corrects errors in the past should be applied to Korean political parties. In this model, the three main actors of the party - the central party, provincial parties, and district parties - are designed to play a balanced role through each stage of the nomination process, and the party elites, party delegates, and party members are also allowed to have the powers commensurate with them. A specific nomination solution that organically links each stage from a systematic perspective will contribute to improving party politics and the quality of elections.
