이 연구는 1920년대 동아일보를 중심으로 한 언론지상에 나타난 민주주의 개념을 다룬다. 이전까지 이 개념은 우파 민족주의 독립운동이 비교적 짧은 이상주의적 국면에서 채택한 자유주의적 관념으로 이해되었다. 반면 이 연구는 개념사의 방법론을 통해 이전 연구가 간과한 다음의 측면을 강조한다. 첫째, 민주주의는 일본에서의 제국주의와 사회개혁 사이의 자유주의적 타협을 상징하는 민본주의와의 차별성을 목표로 하는 번역어 채택 전략의 산물일 가능성이 있다. 둘째, 민주주의는 이 시기에 국내에서의 사회주의와 평화적 국제주의 모두와 동의어였는데, 이러한 특징은 민주주의를 세계대전과 제국주의 모두에 대한 대안으로 제시한 영국 사회민주주의의 전후 국제주의 내지는 일종의 민주평화론에서 이 개념이 유래했기 때문이다. 셋째, 민주주의는 민중주의와 연관되었는데, 이러한 특징은 국제주의가 퇴조한 이후에도 유지되었고, 그 주요 반대 개념은 제한선거, 철인정치, 그리고 직업정치가에 의한 통치였다.
Abstract
This article examines the concept of democracy, or minchuchu-ŭi, as it appeared in newspapers such as Donga Ilbo during the early 1920s. Before this, democracy had been mostly seen as a liberal idea which right-wing nationalists adopted for their brief idealist period. Applying the conceptual-historical approach, however, reveals some gaps in the current understanding. First, minchuchu-ŭi was likely chosen to compete with minponchu-ŭi (from the Japanese: minponshugi), a slogan originating in Japan which denoted a liberal compromise between imperialism and domestic social reform. Second, minchuchu-ŭi was used synonymously for domestic socialism and also for pacifist internationalism. The latter ideology originated with the British social-democrats and post-WWI internationalism. This democratic peace doctrine posited democracy as an alternative to the kind of global warfare which mankind had recently endured, as well as to the imperialism which was seen as largely responsible. Third, minchuchu-ŭi was associated with minchungchu-ŭi, or populist nationalism, a current of which survived even after the retreat of internationalism, protesting against the rule of professional politicians, referred to as the philosopher-kings.
