대표적인 ‘기본개념(Grundbegriffe)’으로서 근대로의 역사적 변화를 선도한 민주주의 는 누구도 부인하지 못할 지배적 상징이지만 동시에 아무나 가져다 쓰는 ‘텅 빈 기표’ 라는 모순적 평가를 받아왔다. 오늘날에는 특히 인류세의 긴급한 위기들에 대처하는 역량을 의심받으면서 민주주의의 상징적 지위는 심각하게 흔들리고 개념으로서의 생존가능성마저 의문에 부쳐진다. 이 글은 민주주의 개념의 역사적 변천을 간략히 짚 어본 다음, 인류세적 위기와 관련하여 민주주의에 제기된 주요 비판들과 별도의 대체 개념을 제시한 몇몇 시도들을 검토한다. 이런 과정을 통해 민주주의를 문제화하는 여 러 입장들에 공통적으로 자유와 통제 사이의 화해불가능한 대립이라는 구도가 반복 되고 있음을 밝힌다. 민주주의의 의미론을 새롭게 활성화하기 위해서는 위기 대응에 필요한 개입과 통제를 민주주의와 커플링하는 한편, 민주주의와 배타적으로 커플링 되어온 자유의 위상을 재조정하는 일이 필요하다. 이런 교정 작업은 자유주의의 영향 으로 지속적으로 희석되어온 ‘인민주권’의 의미를 실질적으로 복원하는 데서 시작된 다. 민주주의의 요체이자 일차적 정의인 인민의 직접적이며 능동적인 권력행사, 곧 인민의 자기통치가 다양하게 발휘될 때만 인류세의 위기와 비상사태에 맞설 효과적 이고 지속가능한 대응책이 마련될 수 있다.
Abstract
Democracy, as a quintessential basic concept (Grundbegriffe), has been subject to contradictory evaluations. While undeniably a dominant symbol that guided the historical transition to modernity, it has simultaneously become an “empty signifier” readily appropriated for diverse purposes. Currently, its symbolic status is increasingly disputed, particularly concerning its ability to address the pressing crises of the Anthropocene. This article briefly reviews the conceptual history of democracy, and then examines the main criticisms leveled against it and some attempts to propose alternative concepts within the context of the Anthropocene. In doing so, it reveals a recurring pattern among various perspectives that problematize democracy: namely, the irreconcilable tension between freedom and control. Revitalizing the semantics of democracy should involve coupling it with the intervention and control necessary to respond to crises, while also repositioning freedom, which has been exclusively associated with democracy. Such a rectification begins by refocusing on the primary and literal definition of democracy, “popular sovereignty,” which has been continuously undermined by the influence of liberalism. Only through the direct and active exercise of power by the people, in its full range of manifestations, can effective and sustainable countermeasures against the crises of the Anthropocene be developed.
